Description
The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics, plans to procure on a sole source basis with Ms. Felicia Mann. Germantown, MD 20876, to process 60 fresh lung cancer tumor tissue samples isolate total RNA and prepare target probes for GeneChip hybridization. DCEG has a large case-control study of lung cancer underway in Milan, Italy, which may eventually have over 2000 participants. To date 800 lung cancer cases have enrolled and the available cases have provided as many as 10 tissue specimens (each) from over 150 surgically treated individuals. This study is unique in that at the time of surgical operation fresh frozen tumor tissue was collected. Ms. Mann has successfully completed work with precisely this type of tissue, trained under the direction of Dr. Jin Jen (a leader in the investigation of the molecular genetics of lung cancer, who has produced pioneering work using this approach in lung cancer). She has experience in production level laboratory research, equipment manipulation and computer based data management systems and essential additional training in immunohistochemistry staining, human tissue processing and in related molecular biology projects. Due to the unique nature of these one-of-a-kind specimens and the technically demanding nature of this study only Ms. Mann can satisfy programs requirement. This procurement is commercial as defined in FAR Part 2, and this acquisition is being made in accordance with the test program using simplified procedures for certain commercial items as authorized in FAR 13.5. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, showing they have completed similar work involving isolation of total RNA and preparation of target probes on fresh frozen lung cancer it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the NCI staff to determine if the party can perform this requirement. An original and one copy of the capability statements must be received in the contracting office by 2:00 p.m. EDT, on June 26, 2003. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
