- This is a combined synopsis/solicitation for commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation WILL NOT be issued. The Request for Quotation number is DTCG89-03-Q-JTG031 and incorporates provisions and clauses in effect through Federal Acquisition Circular 01-14. This acquisition is unrestricted. The NAICS is 611519. The small business sized standard is $6 Mil Annually. The contract type will be a firm fixed price purchase order. The Government proposes to solicit quotes for the following items and quantities: General Training Requirements: The vendor shall provide Shipboard Fire Fighting training in accordance with the Coast Guard’s National Maritime Center standards. The vendor shall provide the training facility. The facility must meet all local, state and federal regulations and permit requirements applicable to live fire training. The vendor’s training facility must be located in the State of Alaska. The minimum size of a class would be 2 groups (6 students, 1 instructor each) and the maximum size of any class would be 4 groups. Total class size will not exceed 24 students. The Coast Guard will pay for an entire group if a partial group is enrolled. The Coast Guard will furnish the following equipment to the vendor for the performance of these firefighting classes only. At the completion of these firefighting classes, all furnished equipment shall be returned to the Coast Guard in the same condition as received, reasonable wear and tear excepted. 1 Government licensed trailer,$10,000.00, 1 P-100 emergency firefighting pump, $7,890.00, 2 Fire finders, $1,600.00, 1 Ram fan, $3,351.00, 3 Hose ducting for the ram fan, $1,050.00, 1 P-6 emergency de-watering pump, $3,351.00, 2 Inline proportioners, $300.00, 25 OBAs with microphones (and various repair parts), $20,000.00, OBA canisters (count varies), $45,000.00 25 sets of fire protective gear, which includes 25 pairs, of fire fighting gloves, 25 flash hoods, 25 turn-out jump suits, $26,250.00. and 1 Four-gas analyzer with calibration kit, $1,600.00. Total Value $120,372.00 ** If the vendor’s firefighting class is anywhere other than Juneau, AK, the vendor shall be responsible for the transportation/shipping of all Coast Guard furnished equipment listed above from Juneau, AK to the training site and return. ** If the vendor’s firefighting class is anywhere other than Juneau, AK, the vendor shall be responsible for the removal of all hazardous waste that is generated/accumulated during the training courses. The vendor shall insure all materials are removed in accordance with all federal, state, and local laws and regulations. If any hazardous waste is not removed within seven days, the vendor shall comply with applicable laws related to the storage of hazardous waste. The vendor shall also provide the following supplies/services: A secure, level, and hard surface (pavement or cement) location for the Government trailer at the training location. A climate-controlled area to store the fire protective gear, fire fighter gloves, flash hoods, and the four-gas analyzer. These items will not be stored in the Government trailer. The storage area should allow wet gear to dry and prevent growth of mildew. The total area needed for storage and drying is approximately 500 cubic feet. All cleaning of Government-furnished protective gear. Flash hoods will be cleaned after each class. Gloves and fire protective suits will be cleaned when they become soiled. All cleaning will be conducted as not to interfere with the next scheduled class. Damage from normal wear and tear will be brought to the attention of the DCC H. Hoffman. For normal wear and tear of the Government-furnished property, DCC H. Hoffman will arrange for corrective action at no cost to the contractor. Course Critiques. The vendor shall furnish and oversee the completion of course and instructor critiques by each class member. The vendor shall furnish Certificates of Completion for each student at the end of each class. The Certificates shall include a listing of all topics covered in the class. The vendor shall provide or pay to provide at no additional cost to the government a safe vessel mooring if there is no Coast Guard or government mooring facility available within 45 miles of the training site. This mooring facility must provide appropriate shore power for the various Coast Guard vessel(s) moored. Vessels use NATO plugs for electrical connections, potable water will be with 1.5” hose connection, and sewage will be by a 4” camlock fitting. The vendor shall provide daily transportation to and from vendor facility to Coast Guard vessel if transit distance is over 45 geographical road miles. Instructor Qualification: The vendor will provide National Maritime Center certified instructors at a ratio of 1 instructor per every 6 students, plus at least one safety officer, and at least one ignition officer. All instructors must be able to produce resumes, which indicate they have extensive training in the use, theory, and practice of marine firefighting as well as experience instructing maritime firefighting training classes. Curriculum: The curriculum will be based on the requirements of the Navy’s Damage Control Personnel Qualifications Standard and the Coast Guard’s Special and Emergency Operations and Procedures training requirements. When gear, tactics, and technology change, the Coast Guard point of contact (DCC H. Hoffman (907) 463-2292) will provide the new information to the contractor for insertion into the training syllabus.
