Description

This is a combined synopsis/solicitation for commercial work for boiler rehab to replace all economizer pressure parts. The synopsis/solicitation was prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement with the attachments constitutes the only solicitation; quotes for accomplishing the task described in the attached statement of work are being requested. Solicitation No. F33601-03-T-0143 is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-14. This acquisition is full and open. The associated NAICS Code is 811310, Size Standard is $6M. . A Firm Fixed Price Purchase Order is anticipated with one line item. This requirement is to furnish all material, equipment, labor, and supervision required to replace all pressure parts of #3 economizer, including inlet header, outlet header, inlet flange, outlet flange, U-bends, tubes, drain and vent connections, and safety valve outlet according to original blueprint of Kentube economizer (drawing no. 69126-1, attached) at Building 20770, Central Heating Facility, Area B, Wright-Patterson Air Force Base, Ohio. Work must be completed by 30 Sep 03. Any offeror that cannot meet this deadline should not submit a quote. No extensions will be granted. Offerors must submit a schedule as to how they will meet the deadline of 30 Sep 03, assuming award of purchase order is made by 3 Jul 03. FOB point is Destination, Wright Patterson AFB. Contractor site visit to job site prior to quoting is planned for 25 Jun 03, 9:00 a.m. Please notify Sandra Webb by email, Sandra.Webb@wpafb.af.mil, if you intend to visit the site. Notification must be made by 1:00 p.m. on 23 Jun 03. The Request for Quote, Statement of Work (SOW), Drawing, Past Performance Questionnaire, and Wage Determination are attached. NO HARD COPIES WILL BE SENT. The Past Performance Questionnaire is to be sent to three references with instructions to send completed questionnaire to Contract Specialist, Chris Fitzgerald, 88th ABW/PKSA, 1940 Allbrook Drive, Suite 3, Wright Patterson AFB, OH 45433-5309, NO LATER THAN, 2:00 p.m., EDT, 30 Jun 03. A registration page will be attached to the web site. If you would like to receive notice of any amendments and/or addendum that may be issued to the solicitation, you may register. If you do not register, it is your responsibility to review the web site for any changes to the RFQ. Contractors that are debarred, suspended or suspended for debarment are excluded from receiving contracts. Quotes prepared by debarred, suspended or otherwise ineligible contractors are at the risk and expense of the contractor. Service Contract Act Wage Determination No. 1994-2419, Revision No. 22, dated 4 Jun 03, is attached hereto and made a part hereof. The complete package, including quote, offeror representations and certifications (pages 3–11 and 14-15 of RFQ), performance schedule and questionnaires are due by 2:00 P.M., EDT, 30 June 2003, and must be submitted to Chris Fitzgerald, 88 ABW/PKSA, 1940 Allbrook Drive Ste 3, Wright Patterson AFB OH 45433-via fax (937) 257-3926 or email at Christine.Fitzgerld@wpafb.af.mil.
