Description

The National Oceanic and Atmospheric Administration (NOAA), NESDIS/NGDC proposes to negotiate on a sole source basis, under the authority of 41 U.S.C. 253(c)(1), with Operational Systems, Inc. (OSI), 6514 Fairways Drive, Longmont, CO 80503 for software engineering support on the SABR CLASS Integration Project. This project involves the integration of two extremely complex satellite data processing and archive software systems written in multiple languages including C, C++, FORTRAN, PERL, and Java, and utilizing a number of database and web technologies. OSI was responsible for development of and provides maintenance for the current DMSP data processing system DDA Basic, and knowledge of this system crucial to the success of the project. Additionally OSI has extensive experience with the CLASS code and experience operating a CLASS developmental node. Work on this project will include: 1) Support for the CLASS software engineering team, 2) Support for the CLASS Change Control Board, and 3) Chairing the SET activities and producing a target architecture. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures (not to exceed $100,000). Based on OSI's extensive work and familiarity with DDA Basic and CLASS and because OSI is upgrading and extending its own product, this notice is for information purposes only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
