- NASA/MSFC has a requirement for one Differential Scanning Calorimeter (DSC) and Software. LINE ITEM 1, QUANITY 1 Specifications: 1. Power-compensation DSC with independent dual low-mass (<1gm each) platinum-iridium furnaces 2. Temperature measurement by platinum resistance thermometers. 3. Temperature range: -170 to 730 C 4. Temperature accuracy: ?0.1 C; precision ?0.01 C 5. Calorimetry accuracy: < ?1%; sensitivity: 0.2 mW; dynamic range 0.2mW to 800mW 6. Isothermal drift at 100 C: < 10 mW in 10 minutes 7. Scan rates: 500 C/min for both heating and cooling 8. Temperature overshoot: <0.1 C at 100 C/min 9. Cooling options: LN2, circulating liquid and Intracooler (must be compatible with our existing Perkin Elmer Intracooler) 10. Sample pans: must be compatible with our existing standard aluminum and sealed stainless steel sample pans 11. Software features: a. Automatic baseline optimization b. Calibration control based on either a predefined standard set or using multiple standards c. Allows isothermal operation d. Allows specific heat measurements 12. Operates under Microsoft Windows 2000 NASA/MSFC intends to purchase the items from PerkinElemer Instruments. Pursuant to FAR 13.106 for the acquistion of supplies or services determined to be reasonable available from only one source. Perkin Elmer is the only company that uses closed-loop power compensation with platinum-iridium furnance technology in their DSC instruments. This technique allows for rapid scan speeds (up to 500C/min) with more accurate energy data. Perkin Elmer DSC is compatible with all the existing accessories available our laboratory. Any other DSC system would require procuring new accessories. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than COB July 07, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
