Description
The United States Department of Agriculture, Natural Resources Conservation Service (NRCS) has a requirement for clerical services in Columbus, OH. This is an OMB Circular A-76 Direct Conversion Cost Comparison Study. The purpose of this study is to determine the most efficient and cost effective method of providing Soil Mapping Services for Washington; Hancock; Clinton; and Stark counties in Ohio. In accordance with OMB Circular A-76, commercial offers will be compared with the Government's costs to perform the above services. The commercial proposals will not result in a contract if Government performance is determined to be more cost advantageous. Government personnel currently provide these services. Major components of this work include: 1) Work Task reporting; 2) Perform preliminary investigation; 3) Submit preliminary Findings ; 4) Validate changes to previous information; 5) Prepare Field Notes; 6) Prepare Soil Profile Descriptions; 7) Complete Observation Using Transects; 8) Remap Areas of Soil Survey; 9) Submit Soil Mapping Analysis Summary; 10) Record data for national Soils information System; 11) Transfer Soil lines to Orthophotography; 12) Verify Soil map Continuity; and 13) Submit Final Soil Maps. A single award is anticipated for this solicitation. Any contract resulting from this solicitation will have a one year base period and four one-year renewal options. The selection process will utilize the lowest price technically acceptable method. This will be a negotiated contract and oral presentations may be required. Technical and cost proposals are required. Any resulting award will be a firm-fixed price service contract. The NAICS Code is 541370. The solicitation will be available approximately April 21, 2003, and will be available only through the Federal Business Opportunities website. Instructions for downloading the solicitation are available at that website. Hard copies of the solicitation will not be available. No questions will be accepted by telephone. The anticipated receipt date of proposals is May 21, 2003. All responsible sources may submit a proposal, which shall be considered by the Agency. The U.S. Government reserves the right to retain the work in-house and make no contract award.
