- SOURCES SOUGHT NOTICE TO CONDUCT SITE-SURVEYS, INSTALL, TEST, COMMISSION, OPERATE AND MAINTAIN INTERIM AND/OR PERMANENT FM BROADCAST FACILITIES IN IRAQ. The U.S. Government, through the Broadcasting Board of Governors, International Broadcasting Bureau (BBG/IBB) located in Washington, DC has an anticipated (but not guaranteed) requirement, subject to the availability of funding, for the complete shipping, installation, commissioning, operation and maintenance of up to eight (8) interim 1 kW and/or up to 13 (thirteen) permanent 1 kW, 2 kW, 5 kW, and up to 10 kW FM radio broadcasting systems provided as Government Furnished Equipment (GFE) in various cities in Iraq. The IBB's Office of Contracts is conducting a market survey through this Federal Business Opportunities (FBO) public notice to identify vendors who are currently operating in Iraq and who are capable of performing this specialized work in a timely manner. The vendor to which a contract is awarded shall be required to provide all supervision, security, site-surveys, labor, equipment, tools, materials, documentation, supplies, services, permits, follow-on training, staging, assembly, packing for shipment, and shipping necessary to complete the installation (including any necessary design and/or fabrication that is associated with the installation), testing, commissioning, and bringing to full operational capability several highly efficient and highly reliable solid-state interim (1 kW) and/or permanent (up to 10 kW) FM transmitting systems (consisting of mostly GFE). In addition, the vendor to which a contract is awarded shall be required to operate and maintain each installed FM broadcast system through September 30, 2004 with a possible option to extend the work through December 31, 2005. In order to be considered by the BBG/IBB to compete for this proposed work, interested vendors shall submit a comprehensive written "Capabilities Statement" which provides, at a minimum: (1) readily verifiable (by the IBB) evidence of specific examples of the vendor's successful past performance in the shipping, installation, testing, commissioning, and sustained operation and maintenance of broadcast systems (preferably FM broadcast systems); (2) readily verifiable (by the IBB) evidence of the vendor's current on-going operations in Iraq, the starting and ending dates, and an unclassified description of such current ongoing operations in Iraq; and (3) specific examples of the vendor's self-sustaining capabilities in Iraq that can also be readily verified by the IBB. The IBB CANNOT guarantee security of any vendor's personnel, tools, equipment, transportation, translators, conditions of installation locations, or other logistics and/or operational support and/or on-site personnel/physical security capabilities required to complete the above-stated work in a high quality and timely manner. A written "Capabilities Statement" shall be submitted to the Contracting Officer, Ms. Karen Harper, IBB Office of Contracts (M/CON), Switzer Building-Room 2529, 330 "C" Street, SW, Washington, DC 20237 not later than 15 calendar days after publication of this FBO public notice. The IBB Office of Contracts (M/CON) will notify those vendors whose "Capabilities Statement" has been verified as meeting the above-stated minimum vendor capabilities to successfully perform the above BBG/IBB requirements of the opportunity to compete for this proposed work. M/CON also presently intends to conduct a "Presolicitation Conference" in Washington, DC during July 2003 for those vendors who are notified that their written "Capabilities Statement," as verified by the IBB, meets the specialized performance and currently ongoing operations requirements in Iraq as stated in this FBO public notice. Upon issuance of the solicitation to those vendors who meet the minimum capabilities criteria stated in this FBO public notice, the BBG/IBB may, if appropriate, award a contract without discussions with offerors who respond to the solicitation. This FBO public notice is not a RFP, IFB, or RFQ.
