- Description
- Defense Supply Center Richmond intends to negotiate with responsible concerns for the establishment of a contract to provide exchange and filled industrial gas cylinders and cylinder refurbishment in Europe. Formal source selection procedures will be utilized and a formal proposal will be required from offerors. A statement of work lists all of the duties of the successful offeror. The sucessful offeror will be required to provide exchange and filled cylinders for acetylene, human respiration air, argon, carbon dioxide, helium, hydrogen, nitrogen, aviator's breathing oxygen, technical oxygen, propane and sulfur hexafluoride. The successful offeror must be able to provide delivery service of filled and exchange cylinders to military/defense and possibly other US entities in Germany and deliver filled cylinders to the Defense Depot at Germershiem. The successful offeror must also be able to provide complete cylinder refurbishment services. A pool of empty, completely refurbished gas cylinders will be provided to the successful offeror. Required delivery schedule is 3 days after receipt of order. Origin inspection required on each shipment. A requirements-type contract will be awarded. The sucessful vendor must be able to receive electronic delivery orders through Electronic Data Interchange/DSCR's Paperless ordering placement system. The resulting contract will have a base period of one year and nine, one year options. Anticipated annual demands: Acetylene: 600 exchange cylinders, 480 filled cylinders and 120 refurbished cylinders. Human respiration air: 60 exchange cylinders; 48 filled cylinders and 12 refurbished cylinders. Argon: 248 exchange cylinders; 200 filled cylinders and 48 refurbished cylinders. Carbon Dioxide: 90 exchange cylinders, 72 filled cylinders and 18 refurbished cylinders. Helium: 100 exchange cylinders, 80 filled cylinders and 20 refurbished cylinders. Hydrogen: 60 exchange cylinders, 48 filled cylinders and 18 refurbished cylinders. Nitrogen: 1800 exchange cylinders, 1,440 filled cylinders and 360 refurbished cylinders. Aviator's breathing oxygen: 600 exchange cylinders; 480 filled cylinders; capability to provide bulk deliveries (amount unknown) and 120 refurbished cylinders. Technical oxygen: 550 exchange cylinders, 440 filled cylinders and 110 refurbished cylinders. Propane: 60 exchange cylinders, 48 filled cylinders and 12 refurbished cylinders. Sulfur Hex: 130 exchange cylinders, 104 filled cylinders and 26 refurbished cylinders.
