- NA Skid Steer Loaders (SSL) will provide the Objective Force an array of capabilities that enhance soldier productivity and support essential tasks such as rapid runway repair that are critical to Enable Theater Access (ETA). The accelerated tempo of modern combined arms warfare necessitates the need for a multifunctional system that can be rapidly deployed to effectively in execute mobility and sustainability tasks. The need to rapidly shift battle focus, reconfigure and reconstitute forces, and move from o ne mission to another quickly and efficiently, demands assured mobility of the force be maintained. This requires continual repair, maintenance and upgrade or roads and airfields. The SSL is uniquely suited to perform many labor intensive tasks with a sm all footprint and to operate in restricted terrain/MOUT environments. The SSL is also quite valuable when operating in conjunction with single purpose or larger systems, augmenting their capability. Additionally the SSL is ideal when limiting the effects of digging is critical to reduce collateral damage. For combat engineers, the SSL significantly reduces manpower requirements for obstacle emplacement/marking and reduction/construction of protective structures. The need for the SSL in constructi on units is two fold. The SSL is capable of working in small tight areas where the Small Emplacement Excavator (SEE) or future High Mobility Engineer Excavator (HMEE) cannot maneuver and tasks would have to be completed manually by soldiers. Secondly, th e SSL with a smaller load and lift capability complements the SEE/HMEE by performing tasks that do not require the size of a SEE/HMEE, freeing it up to move and support higher priority operations where a self deployable vehicle is required. In constructio n units currently equipped with SEE/HMEE, the ??????like capabilities,?????? though not as robust, allow a trade-off of equipment. The SEE/HMEE is comparatively expensive and using two SSLs to accomplish like tasks in place of one SEE/HMEE will lower the SEE/HMEE requirement without compromising capability in certain units. An Operational Need Statement (ONS) has been submitted in support of the need for the SSL to assist Combat Heavy units in support of Operation Enduring Freedom (OEF) and Operation Iraq i Freedom (OIF). The SSL is a solution for the Objective Force requirement for a small, selectably reconfigurable, lift and load system capable of providing mobility, general construction support, force protection, survivability and counter mobility suppo rt to construction and combat engineer units. The SSL reduces mission time, soldier exposure and soldier fatigue. For some of these missions, only an SSL is suitable because of manpower and time constraints. These capabilities are required for combat s upport or combat service support operations throughout the entire theater of operations, and across the entire spectrum of conflict ranging from high intensity to Stability and Support Operations (SASO) and Small Scale Contingencie
