- This is a COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This solicitation is a Total Small Business Set-Aside. This announcement constitutes the only solicitation; quotes are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation No. Q5260030001 is issued as a Request for Request for Quote (RFQ) and will be awarded as a firm-fixed price Order for Commercial Items, using simplified acquisition procedures. The North American Industry Classification System (NAICS) is 561710; the size standard is $6.0 million. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-25. The solicitation items are as follows: The potential service provider shall furnish and deliver Line Item 1- Remove pigeon nests, dropping and associated materials related to pigeon occupancy. Completely disinfect areas in Castillo de San Marcos National Monument where pigeons, droppings, nests, etc. have been. Supply and/or install netting or other barriers or deterrents in places to deter pigeon entry and roosting to eliminate a serious health and safety hazard that is currently impacting visitation and employees. Service shall be delivered NLT 30 Calendar Days upon the Notice of Award of this procurement. The contractor must warrant this service for a period of (2) years from the date of acceptance. The contractor must replace without cost to the government if any part of this product fails due to manufacturing or material defects during the warranty period. All costs of shipping will be at the contractor's expense. F.O.B. Point: Destination-Castillo de San Marcos National Monument; 1 South Castillo Drive; St. Augustine, Florida 32084, attention: Superintendent's Office. Inspection and acceptance will be at destination. The following FAR provisions and clauses are applicable to this acquisition: FAR 52.2211-06 Brand Name or Equal FAR 52.212-01 Instructions to Offerors-- Commercial Items, FAR 52.212-03 Offeror Representations And Certifications - Commercial Items FAR 52.212-04, Contract Terms and Conditions-- Commercial Items, FAR 52.212-05, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-- Commercial Items, FAR 52.222-21 Prohibition of Segregated Facilities FAR 52.222-26 Equal Opportunity FAR 52.222-36 Affirmative Action for Workers with Disabilities, FAR 52.225-11 Restrictions on Certain Foreign Purchases FAR 52.232-34 Payment by Electronic Funds Transfer-Other than Central Contractor Registration FAR Clause 52.212-2, "Evaluation Commercial Items" applies to this solicitation and the following criteria evaluation criteria (arranged in their order of importance) shall be used to evaluate offers: (1) Past Performance (2) Technical capability to meet the Government Requirement and (3) Price. The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received. For this solicitation, vendors wishing to respond to this RFQ should provide this office with the following: A price quote on company letterhead for the requested items showing unit price, delivery time after receipt of order, payment terms, correct remittance address; and a completed copy of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items. This form may be obtained at www.gsa.gov. NO TELEPHONE REQUESTS WILL BE ACCEPTED. The offeror agrees to hold the prices in the offer firm for 30 calendar days from the date specified for the receipt of offers.
