OFFADD: Commanding Officer, Southern Division, Naval Facilities Engineering Command, 2155 Eagle Drive (29406)/P O Box 190010, North Charleston, SC 29419-9010. SUBJECT: Z?REPAIR MEDIUM VOLTAGE DISTRIBUTION SYSTEM AT NAVAL HOSPITAL, BEAUFORT, SC SOL#: N62467-03-R-4917 DUE: 081903 POC: Contract Specialist: Edward Alston, Code R20EA. Contracting Officer: CHARLES A. Daniels, Code R20. DESC: THIS SOLICITATION IS BEING ADVERTISED ON AN "UNRESTRICTED" BASIS INVITING FULL AND OPEN COMPETITION. The NAICS Code for this Solicitation is 238210: Electrical Contractors. The Size Standard is $12,000,000. The work includes removing existing 5 kv cables, pad mounted transformers, primary switches, protected aisle 5 kv metal enclosed switchgear, 5 kv circuit breakers and concrete slabs; and providing new concrete encased duct with new 15 kv cables, pad mounted transformers, pad mounted primary switches, medium voltage splices and incidental related work. The Government will award a contract resulting from this solicitation to the responsible proposer whose proposal conforming to the solicitation will be "BEST VALUE" to the Government, price and technical factors considered. This procurement will consist of Source Selection Process - one (1) Phase. Proposers will be evaluated on: FACTOR A ? Past Performance: (1) Construction; FACTOR B ? Small Business Subcontracting Effort; FACTOR C ? Technical Qualifications: (1) Construction; and FACTOR D ? Management Approach. All Qualified Proposers will be evaluated on: FACTOR A ? Past Performance; FACTOR B ? Small Business Subcontracting Effort; FACTOR C ? Technical Qualifications (key personnel in your organization that will perform work under this requirement and has past experience in areas of performance); and FACTOR D - Technical Solutions. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all proposers; to award the contract to other than the proposer submitting the lowest total price; and to award to the proposer submitting the proposal determined by the Government to be the most advantageous to the Government. PROPOSERS ARE ADVISED THAT THE GOVERNMENT INTENDS TO EVALUATE PROPOSALS AND AWARD WITHOUT DISCUSSIONS OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Therefore, proposals should be submitted initially on the most FAVORABLE terms. Proposers should not assume that they will be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. FIRMS SUBMITTING TECHNICAL AND PRICE PROPOSALS WILL NOT BE COMPENSATED FOR SPECIFICATIONS. The Government intends to issue the entire solicitation, including plans and specifications, 21 July 2003 an is available for viewing and downloading at http://www.efdsouth.navfac.navy.mil/eb/. Prospective Offerors MUST register themselves on the web site. The official plan holders list will be maintained and can be printed from the web from the web site. Amendments will be posted on the web site for downloading. This will normally be the only method of distributing amendments; therefore, IT IS THE OFFEROR?S RESPONSIBILITY TO CHECK THE WEB SITE PERIODICALLY FOR ANY AMENDMENTS TO THIS SOLICITATION. The estimated value for subject requirement is between $1,000,000 and $5,000,000. The estimated days for completion for 380 calendars, which includes 15 days for administrative actions. NOTE: This requirement will have Phases for construction completion.
