PERFORMANCE PERIOD: Base Period: 18 Months After Contract Award, Option Period One: 12 Months, Option Period Two: 12 Months, Option Period Three: 12 Months, Option Period Four: 12 Months C. DELIVERY, ADMINISTRATION, PAYMENT OFFICES, ACCOUNTING AND APPROPRIATION DATA: The Administration Office, Payment Offices and Accounting and Appropriation Data, and all ship to points will be specified on each individual delivery order issued against the contract(s) awarded as a result of this solicitation. Instructions for delivery will be provided on each individual delivery order. D. CONTRACT TYPE: This is a requirements type contract with firm-fixed-prices. Delivery orders will be issued by the contract specialist against the Contract Line Item Numbers (CLINs) identified in the Schedule of Supplies/Services. Estimated quantities for the required materials are indicated. E. DURATION OF THE CONTRACT: The term of the contract shall be from the date of award through 12 months for the base period. Optional periods are subject to FAR 52.217-9, Option to Extend the Term of the Contract. F. DELIVERY: Actual costs will be paid for shipping, not-to-exceed fifteen percent of the cost of the item. Any items that cannot be shipped commercially must be coordinated in advance with the Contracting Officer's Representative. SECTION III PERFORMANCE WORK STATEMENT DoDEA PK-6 VISUAL ARTS PROGRAM I. BACKGROUND AND PURPOSE The Department of Defense Education Activity (DoDEA) serves the educational needs of dependents of the military and civilian employees stationed in 14 foreign countries, 7 states, Puerto Rico, and Guam. DoDEA enrolls approximately 75,000 students annually in grades Pre-Kindergarten (PK) through 6. The school system offers a typical American education and uses materials and equipment comparable to stateside schools. DoDEA is responsible for establishing curriculum and purchasing instructional materials for students enrolled in its 222 schools. The procedures for updating curriculum materials every 6 years are defined in the DoDEA Curriculum Development Cycle. In accordance with these curriculum cycle procedures, visual arts educators have developed and written the DoDEA Visual Arts content standards (see attachment 2) to reflect the philosophy and trends established in the National Art Education Standards. DoDEA also requires updated instructional development that helps correlate newly adopted instructional materials with the new visual arts content standards and professional development to help teachers effectively implement the new materials. DoDEA currently requires educational materials and services for a Visual Arts Curriculum adoption covering the Visual Arts in grades PK through 6. DoDEA will not purchase new text books, but will instead concentrate resources in supplemental art materials, technology, software, multimedia materials, and training. II. CONTRACT SCOPE AND OBJECTIVES The contractor(s) shall provide supplemental visual arts program materials for elementary school instruction in grades PK through 6 that compliment the current program. The current program consists of the Harcourt Brace 1998 publication of Art Express, Grades K-6 which includes student textbooks, teacher?s editions, teacher?s resource packages, CD-ROM activities and resources, and assessment materials. The curriculum adoption program shall consist of instructional materials (videos and players, DVDs and players, prints, slides and technological and multi-media items and software), and related professional development training prior to the implementation of the adopted materials in the classroom. The programs listed in Section III may be awarded individually or one contractor may be awarded more than one program. Primary consideration will be given to offers which include all the elements necessary to execute the program. During the 18-month base period of this contract, the contractor shall provide instructional materials, pre-implementation in-service training, and support . The curriculum adoption program shall consist of instructional materials (art videos, art DVDs, art prints, art slides, technological and multi-media items, and appropriate art software), and related professional development training prior to the implementation of the adopted materials in the classroom. The core instructional materials shall be ordered during the base period of this contract for initial introduction into DoDEA for School Year 2004/2005 and full classroom implementation during School Year 2005/2006. During the four 12-month option periods thereafter DoDEA shall issue orders for the replenishment and replacement of instructional materials, as required by individual schools. III. INSTRUCTIONAL MATERIALS AND REQUIREMENTS: Program materials to be supplied by the contractor for each grade level of each program shall consist of the following: (1) 18 inch X 24 inch (minimum size) fine art prints. These fine art prints must be: (a) Divided into kits and each kit labeled according to grade level, name of company, Contract Line Item Number (CLIN); (b) One kit should be appropriate for grades PK-2; (c) One kit appropriate for grades 3-6; (d) Subject matter should span cave paintings through the present; (e) Each kit should contain a minimum amount of 25-30 prints. (2) Overhead fine art transparencies. These transparencies must be: (a) Divided into kits and each kit labeled according to grade level, name of company, CLIN; (b) One kit should be appropriate for grades PK-2; (c) One kits appropriate for grades 3-6; (d) Subject matter should span cave paintings through the present; (e) Each kit should contain a minimum amount of 25-30 transparencies; (3) DVDs, labeled according to CLIN and company name, on subjects of art making techniques to include any number of the following; (a) Clay; (b) Drawing; (c) Watercolor, (d) Oils; (e) Mask making; (f) Linoblock cutting. (4) DVDs that are biographical in nature on the lives and works of great artists. These DVD?s should include any or all (preferable) of the following: (a) Women artists; (b) Minority artists;(c) World artists;(d) Time periods from pre Renaissance through the present. (5) DVDs, labeled according to CLIN and company, that are topical in nature for the elementary school student to include but not be limited to: (a) Landscapes; (b) Painting; (c) Drawing; (d) Abstract art; (e) Art of world cultures; (f) Architecture; (g) Sculpture; (h) Tessellations; (i) Contemporary art. (6) Teacher?s Guides designed to accompany materials mentioned in items 1,2,3,4, and 5. Teacher?s guides should be labeled according to the corresponding transparency kits, fine art print kits, DVDs, CLIN, and company name. (7) Assessment materials designed to accompany the items mentioned in item 1, 2, 3, 4, and 5. Assessments should be labeled according to the corresponding transparency kits, fine art print kits, DVDs, CLIN, and company name. (8) CD ROMs on Virtual Tours of museums. (9) Visual art software designed to give elementary students experiences in topics that include any or all of the following but are not limited to: (a) Painting; (b) Drawing; (c) Photography; (d) Animation; (e) Tessellation; (f) Problem solving; (g) Color theory; (h) Composition/Design; The estimated quantity requirements for these materials during the base period of the contract is as follows: GRADE NO. OF STUDENTS NO. OF TEACHERS General Art education PK-6 75,000 175 Estimated annual requirements for replacement and replenishment beyond the initial program year are approximately 10% of the base period quantities described above. These estimates for base and option periods are for planning purposes only, and do not represent a commitment on the part of DoDEA that such quantities will be ordered. The contractor shall also make available to DoDEA during the course of this contract separately priced component elements of the various materials and packages described above. The contractor will ensure that all materials available under this contract will be the most currently published. This includes software upgrades. The contractor shall supply all materials at the prices established under this contract throughout its duration. All materials required shall adhere to the following standards: (1) All materials shall enhance and support the opportunities for students to satisfy the DoDEA Visual Arts content standards. (2) All materials within each program shall include collaborative and cooperative learning techniques and developmentally appropriate activities. All teachers? materials shall include recommended activities for varying ability levels. (3) All materials shall be the most current publications and upgrades available throughout the adoption period. (4) All materials shall be free of racial, sexual, and ethnic bias and shall present a balanced coverage of male and female artists and multi-cultural artwork. (5) Elementary software supplied must be compatible with typical PC operating systems. Software must be capable of use in a standalone or network mode. DoDEA will require annual site/user licenses for all software products initially adopted. Due to the variation in school configurations, products that can be loaded on and run from a server, or duplicated (e.g., electronic textbook) will need to have sufficient flexibility for 5 to 650 licensed users. Software upgrades shall be provided for the duration of this contract using Internet, e-mail, CD-ROM, or 3.5 inch floppy disk medium. IV. WORK TO BE PERFORMED: 1. Post-Award Conference: Within 30 days after contract award, the contractor shall participate in a Post-Award Conference to discuss in greater detail the delivery and performance requirements for the following items: Staff development plans and training Arrangements for on time delivery of all instructional materials for every grade PK-6 Visual Arts teacher/program. The contractor shall provide for the delivery of one complete set of program materials at no cost to DoDEA to each school district?s art liaison (14 total), the three area specialists, and the Contracting Officer?s Representative (COR) not later than 60 days after award of the contract. The contractor shall deliver all program materials to all schools not later than 8 months after contract award. DoDEA shall provide mailing addresses for these schools at the Post-Award Conference and identify quantities of program materials by school no later than 4 months after contract award. Correlations of the contractor?s PK-6 Visual Arts program materials to the DoDEA PK-6 Visual Arts Standards will be delivered to the Contracting Officer?s Representative (COR) not later than 60 days after award of the contract. The Contracting Officer?s Representative (COR) shall review the correlation documents for accuracy, content, and quality; and shall notify the contractor of any necessary changes no later than 30 days after receipt of each document. The contractor shall make all necessary adjustments within 30 days after receipt and forward these revised documents to the Contracting Office?s Representative (COR) for approval. Staff Development Plan: The Contractor, in collaboration with the DoDEA, shall prepare for each program a staff development plan for the training of teachers at each grade level in the use of their materials. The staff development plan shall provide for pre-implementation in-service support, implementation support and post-implementation in-service support, and shall accommodate approximately 160 visual arts teachers. The purpose of this staff development is to help teachers use the adopted materials in the most effective way to improve their knowledge and instructional strategies. Throughout the life of this contract, the contractor shall provide representatives for on-site consultations with District Liaison personnel as requested. Pre-Implementation In-service Support: The contractor shall identify a team of facilitators with high academic and teaching credentials in appropriate subject areas and with extensive experience in delivering a variety of teaching strategies in addition to incorporating technology into the learning environment. The contractor shall obtain prior approval of the facilitators based on Contracting Officer?s Representative (COR) review of their resumes. Approved facilitators shall remain the same during the base period of contract performance and shall be responsible for coordinating staff development plans and training. In the event facilitators must be replaced, resumes shall be forwarded to the Contracting Officer?s Representative (COR) for prior approval. DoDEA officials shall preview presentations and recommend changes prior to delivery of any staff development training to the districts. The contractor shall also be responsible for the completion and delivery of the following items during this pre-implementation phase: Training of visual art teachers from each school shall be provided at each of the 14 districts during a time frame to be based upon a pre-determined schedule established at the Post-Award Conference. Each training class to be conducted will be for 16 hours (2 days). A listing of these district offices shall be provided at the Post-Award Conference. The contractor?s facilitators shall provide model lessons incorporating instructional requirements stated in Section III above to DoDEA representatives. The facilitators shall incorporate and present a variety of teaching strategies, in lieu of lecture format, to involve the participants. At the end of each training session, the facilitator shall survey training session attendees for suggestion and comments and shall incorporate recommended changes in subsequent staff development training sessions. Upon completion of the training, DoDEA visual arts teachers shall be provided with a complete set of training materials, transparencies, scripts, etc., for use in their respective schools. After successful completion, DoDEA visual art teachers shall be able to provide on-site training to other school staff members on the following elements: (a) overview of program and instructional materials; (b) management of components; (c) demonstration of lessons which integrate component parts; (d) model effective and contemporary teaching; (e) demonstration of special programs features; and (f) demonstration and instruction of how to assemble and use technological components. Administrators shall receive in-service training for four to six hours at up to 6 Administrators? Conference sites (3 for principals, 3 for asst. principals), to be designated by DoDEA. Publisher?s representatives, DoDEA headquarters, and appropriate district personnel shall jointly present this training. The contractor will provide a 2 day software and hardware maintenance training to DoDEA Educational Technicians and Administrative Technicians to provide them with the necessary skills needed to set up, troubleshoot, and maintain the equipment and/or materials for the duration of the adoption. This training may be incorporated into the in-service training along with the art educators. Implementation Support: The contractor shall visit each area (Pacific, Europe, DDESS) no later than 12 months after the contract award. All agendas will be determined by the Area Arts Liaison, on a school-by-school basis. During these visits, the contractor?s facilitators shall meet with Area personnel, as required, school staff individually and collectively, in and out of classroom. The contractor shall present demonstration lessons to appropriate visual art educators, school staff, and interested parents and students in grades PK-6. The contractor will implement a system of technological support to include but not be limited to web based support, instructional videos or DVD?s, and a technological hotline throughout the duration of the contract. The purpose of this support network will be to troubleshoot problems in the implementation and integration of the materials and/or software. The contractor shall return to selected implementing schools for a second visit no later than 12 months after contract award. All scheduled visits shall be determined by each Area Arts Liaison on a school-by-school basis. Post-Implementation In-Service Support: The contractor shall visit all implementing schools for program maintenance and follow-up during the life of the adoption. All scheduled visits shall be determined by each District Arts Liaison. 2004-2005 SY One visit per implementing school 2005-2006 SY One visit per implementing school 2006-2007 SY One visit per implementing school 2007-2008 SY One visit per implementing school A. SUBMISSION INSTRUCTIONS (1) All completed solicitation packages shall be received no later than (NLT) 10 July 2003 5:00PM (EST) at the following address. Fairfax Drive Arlington, VA 22203-1613 (2) Offerors shall submit: (a) One (1) completed and signed copy of the full solicitation (DD1449) and Sections I-VIII with all representations and certifications completed; (b) An original and one (1) copy of the contractor?s pricing proposals and/or completed Schedule of Supplies/Services (Schedule B). B. All Technical Proposals (materials) must be received no later than Thursday, 10 July 2003, 5:00PM (EST) at the following address: Alliance Center for Collaboration, Education, Science and Software (ACCESS) ATTN: Tom Coffin 901 North Stuart Street Arlington, Virginia 22203 Offerors shall submit: (a) One sample of all materials proposed; and (b) and packing list/inventory of all materials submitted for consideration. Items shall be clearly labeled for which contract line item number (CLIN) the item is being submitted for consideration; (c) no fax submissions will be accepted. All materials may arrive as early as 8:00 AM(EST) Thursday, 10 July 2003. No exceptions will be made for materials not meeting the above requirements. C. PRODUCT DEMOSTRATION/PRESENTATION GUIDELINES 1. Site: The site for Product Demonstration/Presentations will be Alliance Center for Collaboration, Education, Science and Software (ACCESS) 901 North Stuart Street Arlington, Virginia 22203 If you are planning to participate in the product demonstration, please contact the Contracting Specialist, Melissa Phillips, at 703-696-3844 x1414 to schedule an exact time and location for the Offeror's Product Demonstration/Presentations. You do not need to wait until the solicitation closes to schedule an appointment. Depending on the number of offers received, the Government may elect to hold Product Demonstration/Presentations with only those Offerors determined to be in the competitive range. 2. Date: It is anticipated that the Product Demonstration/Presentations will be held on the week of 14 July 2003. Presentations will be scheduled to begin no earlier than 9:00 AM. Offerors shall be prepared and in attendance on the date, time and location designated. The Government reserves the right to reschedule any Offerors. 3. Government Evaluators: The Government members attending will include, but not be limited to, members of the Technical Evaluation Panel. 4. Time Limit: Each offeror?s Product Demonstration/Presentation will not exceed one (1) hour. A Government employee shall serve as the exclusive timekeeper of the Product Demonstration/Presentation s. 5. Post Product Demonstration/Presentation (Question & Answer Session): Following the Product Demonstration/Presentation, the Government panel may conduct a question and answer session. The purpose of this session is for the evaluation team to obtain minor clarification on points addressed in the presentation that are unclear, and to afford the team an opportunity to ask for clarification on any point which was not adequately supported. The Product Demonstration/Presentation will not constitute discussions. 6. Offeror?s Personnel: Attendance is limited to key personnel who will be presenting. 7. Media: There are no limitations on the media used to present information during the Product Demonstration/Presentation. Overhead projectors, computer equipment, In-Focus projectors, and all associated equipment will be available for contract use. However, the Offeror is responsible for providing, setting up, and removing any products being presented. Set-up and removal time shall not count against presentation time. 8. Format: The format of the Product Demonstration/Presentation is at the option of the offeror. 9. Slides and Materials: There is no limit on the number of slides to be presented. D. Each offeror shall submit a proposal that clearly and concisely describes and defines the offerors response to this requirement. Unnecessarily elaborate proposals and presentations beyond that sufficient to present a complete and effective proposal are not desired. The proposal shall contain all the pertinent information necessary to permit evaluation of the proposal and proposals shall not be larger than ten pages. Any additional pages over the size limit will not be evaluated. E. Initial procurement of these materials shall be accomplished through the DoDEA Headquarters, Procurement Branch in Arlington, VA. In the subsequent years, the procurement offices for HQ, Europe, and the Pacific, the area school districts, and schools will issue delivery orders against the terms and conditions of this resulting contract and may place orders directly with the successful contractor.
