- Description
- This is a sources sought announcement. The Department of Health and Human Services (HHS), Program Support Center, Administrative Operations Service, Division of Acquisition Management is searching for experienced and qualified HUBZone small business, 8(a), and other small business concerns with an interest in providing assistance to the HHS, Office of Public Health and Science, Office of Global Health Affairs in its role as it relates to the international health arena. (The NAICS Code is 541990) The required assistance includes, but is not limited to, providing technical expertise, conducting workshops/conferences, providing programmatic support, handling logistical support for travelers, conducting assessments/evaluations, and drafting white/issue papers. Services will be provided in the United States and abroad. POTENTIAL SOURCES MUST SUBMIT CAPABILITY STATEMENTS, WHICH DEMONSTRATE THEIR QUALIFICATIONS AND CAPABILITY TO PROVIDE THESE SERVICES. The capability statement must address the respondent?s: 1) ability to provide medical and technical experts to support high profile activities, some of which may require short-term overseas assignment, foreign language capability and specialized knowledge in the country/culture (activities are currently underway in Afghanistan, Russia, Mexico, Africa, South Africa, India, Romania, and Asia); 2) expertise and education (MPH, Ph.D. level) in public health policy, management, and education; 3) expertise and experience managing international program activities, providing in-country site visits, handling currency exchange rates, and coordinating foreign national logistical support and refugee interventions; 4) experience with health reform activities, maternal and child welfare programs, emerging and re-emerging infectious diseases, bio-technology engagement prevention, and HIV/AIDS; 5) capability to facilitate and collaborate on initiatives that are prioritized by the HHS Secretary or in cases of Congressionally mandated activities; 6) flexibility to meet critical timelines for high profile programmatic activities, with 24 hour availability; 7) ability to provide immediate technical assistance for unanticipated travel requests, modify itineraries at a moments notice, as well as provide med-evacuation insurance for the traveler; 8) information technology expertise for program development, tracking, analysis and management programs, skills include but are not limited to: Java, Javascript, SQL, Dreamweaver, Access, MS Professional, XML. 9) ability to provide information technology support for daily maintenance and editorial activities for existing web-based programs and on-going development for interactive programmatic support and knowledge and ability to write ad-hoc queries for data analysis; 10) ability to provide adequate staff to support the demands of a comprehensive contract; 11) capability to provide contract financial status reports, specialized reporting capabilities, comprehensive status and summary reports on an as-needed basis on short notice 12) financial capability to provide immediate wire transfers internationally and to advance travel funds; and 13) ability to provide on short notice international health experts with a Top Secret or Special Security level clearances.
