Description
NAVAIR Orlando Training Systems Division is seeking potential sources to provide leasing of two (2) TC-12B Flight Training Devices (FTDs) for the Chief of Naval Aviation Training (CNATRA). Market research was previously conducted in October 2002 for this requirement and is being conducted once again to capture any new businesses that may be interested and capable of providing the required services. Those businesses that previously submitted information in October 2002 and remain interested in this requirement, please resubmit the requested information below. Details regarding this requirement are provided in the paragraphs that follow. The two (2) FTDs are required to augment CNATRA?s TC-12B aircraft flight-training curriculum. The FTDs required shall simulate the performance and functional operation of the TC-12B aircraft and shall minimally meet FAA Level 6 FTD certification requirements as defined under current FAA Advisory Circular 120-45A (FAA certification is not required). In addition, the FTD shall provide a freeze and reset capability and a minimum of a three-channel visual system capable of projecting a minimum 200-degree horizontal by a 40-degree vertical field of view and simulate VMC, IMC, day, and night conditions. The TC-12B FTD will be utilized to enhance the training curriculum and reduce the amount of flight hours performed in the aircraft. The FTDs are to be installed at NAS Corpus Christi, Texas, in Building 1824. The duration of any resultant contract (including options) is anticipated to be five years. The Government does not intend to award a contract on the basis of this notification or otherwise pay for any information or inquiry. This notice is strictly to obtain information from potential sources regarding interest in the subject effort and to allow potential sources to submit responses, comments, and capabilities information to the Government. A DRAFT Statement of Work (SOW) is posted on the NAVAIR Orlando Business Opportunities website at http://www.nawctsd.navy.mil/EBusiness/BusOps/Acquisitions/Index.cfm. To access the draft SOW, click on the above URL to display the NAVAIR Orlando Business Opportunities website and then click in the 2nd drop-down menu and select "Sources Sought/Market Survey Notice". All of NAVAIR Orlando?s current Sources Sought/Market Survey notices will be displayed on this page. Click on the link titled "Leasing of TC-12B Flight Training Devices", which will allow you to download the draft SOW. Responses should include a narrative identifying the scope of past and present (within the last 3 years) relevant experience, a description of capabilities to perform the subject effort, any comments on the draft SOW, and any alternative approaches to filling the subject requirement. Potential sources must identify their business type (i.e., large business, small business, small disadvantaged business, 8(a) certified business, woman-owned business, etc). The responses will serve as a basis for the Government?s decision to establish this requirement as an 8(a), Small Business Set-Aside, or Unrestricted requirement. NAICS Code 532411, small business size standard $6.0M will be used for this acquisition.
