- The U.S. Environmental Protection Agency (EPA) , Office of Water, Office of Science and Technology (OST), Standards and Health Protection Division (SHPD), has a requirement for technical assistance and support services. This technical support will assist the EPA in its responsibilities under the Clean Water Act of 1987 (CWA) including directing the national program for adoption of Water Quality Standards, developing prevention and remediation strategies to reduce the risk to human health and aquatic life resulting from contaminated fish and sediment and microbial pathogens in surface waters, providing technical support to the Total Maximum Daily Load (TMDL) program (section 303(d)), and preparing outreach and awareness materials including developing instructional material and presenting workshops. The successful contractor will be required to supply all necessary labor, material, services, equipment and facilities to provide technical support services to aid the Agency in the following task areas: risk-based analyses; economic and statistical analyses; model application; development of reports and guidance documents; compilation and analysis of national and international environmental data; development and validation of methods; methods applications; environmental assessments; field sampling; support for workshops, conferences, and training; peer review support; public outreach and technology transfer; compilation, categorization, and summarization of comments received on EPA documents; and preparation of presentation materials. Technical support is required for the following SOW tasks: (1) perform risk-based analyses to assess the human health and/or ecological risks associated with exposure to toxic bioaccumulative contaminants in water, sediment, and fish tissue and microbial pathogens in water; (2) provide economic and statistical analyses to include environmental, health, recreational and other ecological benefits; (3) enhance, validate and apply models that deal with multiple sources of toxic or conventional pollutants and microbial pathogens, particularly toxic contaminants that accumulate in sediments and fish; (4) develop methods and guidance for EPA program offices, State agencies, local governments, and nongovernmental organizations to assess, remediate or manage, and communicate the risks associated with exposure toxic bioaccumulative contaminants in surface waters, sediments, and fish tissue as well as microbial pathogens in bathing beach surface waters; (5) provide technical support for maintaining and updating EPA national and international databases; (6) provide technical support for developing and evaluating standard bioaccumulation and sediment toxicity assessment methods; (7) conduct environmental assessments in support of efforts to prevent and remediate toxic contaminants in water, sediment, fish tissue and assess microbial pathogens in water throughout the U.S. as well as water-borne pathogens present at bathing beaches; (8) provide technical support for performing field sampling for benthic organisms, sediments, fish, indicators of microbial pathogens, and field sampling for toxic pollutants. This procurement will be processed using full and open competition and FAR Part 15. It is anticipated that a cost-plus-fixed-fee/level-of-effort contract will result from the award of this solicitation, with a base period of performance beginning April 1, 2004. The base period and each available option period will consist of 12,000 direct labor hours with each option period having a potential for an additional 12,000 direct labor hours. It is anticipated that the proposed contract will have a base period consisting of 12 months with 4 option periods consisting of 12 months each, for a total potential performance period of 60 months or 5 years. Total maximum potential direct labor hours for the 5 year maximum period of performance is 120,000 direct labor hours. The applicable NAICS code is 541611.
