- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is HQMBR0304 and is issued as a request for a quotation (RFQ). This solicitation document and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-14. The provisions at 52.212.1, Instructions to Offerors—Commercial, apply to this acquisition. The provisions at 52.212-2, Evaluation-Commercial Items, apply to this acquisition. This is a best value procurement and evaluation of offers will be based on 1) past contract performance, 2) quality, and 3) pricing. The associated NAICS code is 221330 and the small business size standard is $10,500,000.00. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications—Commercial Items with its offer References must be included with your offer. The clause 52.212-4, Contract Terms and Conditions—Commercial Items applies to this acquisition. The clause 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders—Commercial Items applies to this acquisition. The following clauses listed in 52.212-5 (b) and (c) are included by reference: 52.222-21; 52.222-22; 52.222-23; 52.222-41; 52.225-3; and 52.232-34. The Corporation for National Service, a wholly owned Government Corporation, intends to award a contract to mechanical contractor that does air conditioning work to provide a proposal to repair the central air conditioning units on cottages 4B, 5A, and the auditorium roof top unit. The qualified vendor shall troubleshoot, make operable, and warrant for one (1) year 2 Technical Systems Industrial Model Number 30AOCD50, 40 ton, 208 volts, 3 phase air conditioning systems and 1 Bryant Model Number 360-559, 40 ton 208 volts, 3 phase air conditioning system. Replace and properly dispose all defective components. Cottage 4 B: Remove and replace one compressors and one common chiller barrel; Flush the system and install drier cores and dehydrate the refrigerant systems performing at least two drier changes to assure the moisture is out of the system; Provide additional oil changes to ensure the system is properly cleaned; Install two new shut off valves that will be provided by the DC Government; Start the system, clean the strainers and assure all controls are properly working; Ensure the water flow is correct to the cottage system; Change and clean coils where needed. Filters will be provided by the DC Government; Install a new phase monitor provided by the DC Government; Remove all old parts and clean the area that the work in performed. Cottage 5A: Remove, replace, and test the one compressor that is not operating with a new compressor; Evacuate the system and check for leaks; Change driers and charge system with refrigerant; Install DC Government phase monitor and check system for proper operation; Clean all strainers and assure the water flow is proper to the cottages; Clean coils and install DC Government provided filters; Remove all old parts and clean the area that the work in performed. Auditorium Roof Top Unit in the Central Building: Replace inoperative condenser fan motor; Replace refrigerate where necessary; Test and replace all system controls; Clean evaporator and install filters; Install new screws in panels to ensure the unit is protected from the weather; Install and test new thermostat; Remove all old parts and clean the area that the work in performed.
