Description
The USDA, ARS, LSO intends to solicit and negotiate with only one source Bruker Biospin Corp. The proposed award is for an accessory gradient HRMAS probe for a Bruker avance D300WB NMR Spectrometer for which the government intends to solicit and negotiate with only one source basis in accordance with FAR 6.302-1 for the probe for the NMR spectrometer. The probe shall meet or exceed the following minimum performance specifications: (1) a gradient high-resolution magic-angle spinning (HRMAS) 4 mm dual (carbon, proton) probe for existing Bruker Avance Digital 300 Wide-bore (D300WB) nuclear magnetic resonance (NMR) spectrometer. The probe must be capable of 15 kHz spinning speed with ceramic 4 mm rotors and include a gradient coil for a single axis gradient up to 40 G/cm. It must provide for variable temperature operation up to 80 degrees C with the existing MAS heat exchanger. It must also operate with the existing pneumatic sample insert/eject system. Additional specifications of the probe are gradient HRMAS dual probe, single coil (13C optimized) doubly tuned to 13 C and 1 H with 2D lock, 4 mm rotor design, 70 ul volume (full), 25 ul volume with spacers, maximum spinning speed 15 kHz with ceramic rotors. Includes magic angle gradient coil for generation of single axis gradients up to 40 G/cm. Reduced VT range compared to non-gradient version. MAS heat exchanger required for VT operation below ambient. Ceramic rotor caps required for VT operation more than 30 degrees C above or below ambient. Resolution ca. 1.5 Hz on pure solvents. May be used for observation of both 1H and 13C resonance's. Includes pneumatic sample insert/eject with remove of the probe from the magnet. GRASP IIA or GRASP III accessory required for gradient operation. This probe is a major component that is compatible with the existing system. However, if any interested party believes it can meet the above requirement, they must submit a proposal. It must clearly demonstrate that the probe can fully meet all the above specifications. If demonstration is determined to be acceptable, the source must not have additional cost to the Government, prior to award of this acquisition. An original and one copy of information furnished shall be in writing and must contain sufficient detail, to determine if the party can meet the requirement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. NAICS Code is 33911 with a corresponding size standard of 500 employees applies to qualify as a small business. FAR 52.212.1 (Instructions to Offerors - Commercial, FAR 52.212-2, Evaluation - Commercial items). Offerors shall include a completed copy of the provision at FAR 52.212-3 (Offeror Representations and Certifications - Commercial items). FAR 52.212-4 (Contract Terms and Conditions - Commercial items) applies to this acquisition. FAR 52.212-5 (Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items) also applies, with the following clauses from (b) applicable to this acquisition: FAR 52.203-6; FAR 52.219-4; FAR 52.219-8; FAR 52-219-23; FAR 52-222-26; FAR 52.222-35; FAR 52.222-36; FAR 52.222-37; FAR 52.225-16; FAR 52.232-36. Offerors shall identify where the offered item meets or does meet each have the Government's functional and performance minimum specifications listed herein. The Government will award a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. Proposals are to be received no later than 5:00 pm July 1st, 2003. Payment: Any award made under this solicitation is subject to 31 CFR Part 208 that requires all payments made by the government to be made by electronic funds transfer. Vendors may meet this requirement by acceptance of government purchase card or providing a Vendor Express Number. If a company has not previously enrolled in the Vendor Express Program with USDA, they should call the National Finance Center at 1-800-421-0323 for an enrollment package.
