- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ), number R3-WZ-03-71. The solicitation document and incorporated provisions and clauses are those in effect through FAC-14. NAICS code 424990 applies and small business size standard is 500 employees. This is a total small business set-aside. A quote is requested for the following item: ITEM: Quantity is 260. Item is 50 pound bags (pounds indicated are pls) of mix-Pine Type. Mix is Western Wheat 17.5, Little Blue Stem 7.5, Blue Grama 5.0, Green Spangle Top 2.5, Sand Dropseed 2.5, Mountain Brome 15.0. Products delivered under any resulting contract must: (1) bags must not be greater than 50 pounds (2) seed must be pounds of pure live seed and free from noxious weeds (3) seed must be certified. To avoid weed contaminated seed, each lot shall be tested by a member of the Association of Official Seed Certifying Agencies (AOSCA http://www.aosca.org/index.html) against the State Noxious Weed List for Arizona and documentation of seed inspection test shall be provided at time of award. Bags shall be palletized and shrink-wrapped or non-slip treated to aid in forklift transport. Pallets shall be packed not to exceed 1,600 pounds. Bags must be able to be unloaded and be able to be lifted or emptied via a forklift, without the assistance of additional devices or fasteners. Delivery shall be made no later than August 1, 2003. Delivery shall be made to the Pleasant Valley Ranger Station, FS Road 63, Young, Arizona 85554. Delivery shall be made on regular workdays (Monday through Friday) during regular business hours (8:00 to 4:00 pm), excluding official Federal Government holidays. Contractor shall notify Terry Tolbert (928-462-4341) a week before delivery to arrange a delivery date and call a minimum of 24 hours prior to actual delivery. FAR 52.211-16, Variation in Quantity (April 1984) applies to this solicitation and any resulting contract. (a) A variation in the quantity of any item called for by this contract will not be accepted unless the variation has been caused by conditions of loading, shipping, or packing, or allowances in manufacturing processes, and then only to the extent, if any, specified in paragraph (b) of this clause. (b) The permissible variation in quantity shall be limited to: 3 percent increase, 1 percent decrease, total contract quantity. The FAR provision 52.212-1 Instructions to Offerors-Commerical applies to this solicitation. 52.212-3 Offeror Representations and Certifications-Commercial Items, and addenda to FAR 52.212-3, the following is added, 52.204-3 Taxpayer Identification Number, 52.204-6 Data Universal Numbering System (DUNS) Number, 52.219-1 Small Business Program Representations, 52.222-70 Compliance with Veterans Employment Reporting Requirements. All offerors shall include with their quotation, a completed copy of provision 52.212-3 and the cited addendas. The additional FAR Clauses apply to this acquisition: 52.219-6 Notice of Total Small Business Set-Aside, The FAR Clause 52.212-17 Delivery of Excess Quantities, 52.212-4 Contract Terms and Conditions-Commercial Items applies to this acquisition and the following addenda are added, FAR 52.247-34 F.O.B. Destination.
