- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. The solicitation number is DTOS59-04-R-00003 and it is being issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-26. This procurement is a small business set-aside and is restricted to small businesses under SIC Code 7389. The solicitation is to provide, on a daily basis, sign language interpreter services for the Department of Transportation (DOT) in Washington, DC. Interested offerors wishing to obtain a complete Statement of Work (SOW) regarding these services as well as the proposal instructions shall send an electronic request to sherrill.king@ost.dot.gov or phaedra.johnson@ost.dot.gov . The anticipated contract is firm-fixed-price for the requirements defined in the SOW with ordering items for additional services (as needed) at a fixed hourly rate. The anticipated period of performance is a base period from October 1, 2003 through September 30, 2004 with four one-year option periods. The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items, and FAR 52.212-2, Evaluation-Commercial Items, applies to this acquisition. The evaluation factors to be used are 1) personnel and 2) past performance (equal order of importance) and price. The technical factors, when combined, are of more importance than price. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at FAR 52.212-4, Contract Terms and Conditions, applies to this acquisition with 52.216-18, 52.216-19, 52.216-22 and 52.217-9 addended. The clause at FAR 52.215-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition with the following clauses applicable: 52.203-6, 52.203-10, 52.219-8, 52.219-14, 52.222-26, 52.222-35, 52.222-36. 52.222-37, 52.222-41 (Department of Labor Wage Determination 94-2103, Rev. 30 dated 06/03/2003 applies), and 52.222-43. Offers are due by 3:00 p.m., EST, on July 31, 2003 to Department of Transportation, Acquisition Services, 400 7th Street, S.W., Room 5106, Washington, DC 20590, to the attention of Sherrill S. King. Late proposals shall not be accepted in accordance with 52.212-1. Facsimile proposals are not acceptable.
