Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a request for quote will not be issued. The solicitation number is F04700-03-R-0031. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-14 and DFARs Change Notice (DAC)20030603. This acquisition is 100%set-aside for small business; the North American Industry Classification System (NAICS) code is 611310. The size standard is $6.0 Million. This acquisition includes five (5) line items for non-personal services to provide on-site Non-Instructional services through The Distance Learning Center, for military and civilian personnel, located at the Education and ? Training Office, Edwards AFB Ca. The Basis Period of performance will be 01 OCT 03 thru 30 SEP 2004, with four (4) one option years. The contractor will be required to provide the following: (1) one-hour sessions or classes on an on call basis; (2) promote program via news articles, bulletin notices, and other Base media; (3) writes publicity materials for reproduction and distribution to interested Base organizations; reviews and advertises schedules of courses corn Air Force Institute of Technology (AFIT), Air Technology Network (ATN), Air Education and Training Command (AETC), and other sources of Distance Learning (DL) or Computer Based Training (CBT) programs; (4) coordinates and assists the Education &Training Specialist in scheduling the DL facility; (5) accounts for and maintains all video tapes, CD-ROMS, Laser Disks, etc., also maintains these libraries; (6) reserves classrooms and ensures that required equipment is in proper use condition; (7) monitors and troubleshoots all broadcasting; (8)responsible in securing equipment and classrooms after broadcasting; (9) and submits a monthly report on number of students in each class to the Education Services Officer. The Contractor shall be paid on monthly basis, for the number of units completed prior to the end of each month. A unit is defined as a one-hour session or class held in or conducted through the Distance Learning Center. The contractor should have an Associate Degree and/or be familiar with Air Force Education and Training Programs. Two years experience in Air Force Education and Training is mandatory. The Simplified Procedures (SAP) will be used in awarding this contract by written quotation. Contractors making bids should submit proposal based on the above requirements. Offeror must include a completed copy of FAR provision 52.212-3, Offeror Representations and Certifications Commercial items.
