- NA The United States Army Medical Materiel Agency (USAMMA) serves as the U.S. Army manager of service-unique medical sets, kits, and outfits, hereafter referred to as assemblages. As part of its role as the manager of medical assemblages, USAMMA executes the Assembly Process (AP) of procuring, assembling, and fielding these assemblages to over 100 worldwide customers yearly. The AP is a methodology to configure materiel into predetermined sets. Medical and non-medical materiel and equipment components inclu ding bandages, surgical instruments, pharmaceuticals and portable bags and chests are included as components of the sets. The sets are then issued to military organizations, civilian organizations or the Army Prepositioned Stock (APS) Program. The U.S. A rmy is soliciting proposals for Contractors to provide set assembly services, as defined by procurement, assembly, packaging, shipment and data retrieval services. The Government will supply the Contractor with listings containing the components and applic able quantities thereof, for all assemblages to be covered under the schedule. These listings will serve as the firm listing of components that must be supplied with each assemblage. The Government will provide access to government sources of supply for i tems within the assemblages that are not readily available within the commercial sector. This effort will require that the contractor: a. Procure all necessary components within the assemblages as specified; b. Assemble and pack components in set configu ration in accordance with applicable laws, regulations, (policies and procedures); c. Apply specified labels; d. Create an auditable record in of components packaged within each assemblage; and e. Deliver assemblages to various specific destinations as directed by the Government. The Contractor shall furnish the necessary personnel, materiel, services, facilities, and otherwise do all things necessary for or incident to the performance of the work as described below. The contractor shall possess a level of familiarity with the Army Medical Departments (AMEDD) process for developing, procuring, and fielding medical assemblages. This is a competitive procurement. Contractors will be evaluated based on the information submitted in response to the Request f or Proposals (RFP). Evaluation criteria may include: experience/past performance, approach to meeting the requirements of the work statement, surge capability, response time, storage capability and pricing. The Government intends to issue multiple awards f or this effort. It is anticipated that the awards will be Indefinite Delivery-Indefinite Quantity Contracts. Awards will be for a one-year base and 4 one-year options. The solicitation will be available on or about 11 July 2003. Responses will be due 15 da ys after the solicitation is released.
