Description

The solicitation will be available online at www.FedBizOpps.gov and on our regional website at www.pn.usbr.gov/contracts/service, on or about July 21, 2003. The applicable North American Industry Classification System (NAICS) is 621210. To be included on the offeror list, interested offerors must register on our website (www.pn.usbr.gov/contracts/service). Telephone requests for the solicitation will not be accepted. We reserve the right to issue the solicitation on paper or CD-Rom if it becomes necessary, and if you are registered at our local website, you will be notified by email. The Bureau of Reclamation, Pacific Northwest Regional Office, provides acquisition/administrative support services for the Dept of Labor's Fort Simcoe Job Corps Center (Center) in White Swan, Washington. The Center has a requirement for professional dental services for approximately 200 students enrolled at the Center. Services are to be performed at the Center. The Center provides a fully-equipped dental facility, including all supplies and equipment required for performance of the services - the Contractor provides only labor. Services include: preventive dental health education; routine dental exam for each new student; individual diagnosis and treatment plans for each new student; all necessary dental procedures; services of a dental hygienist and dental assistant; and, providing advice and recommendations regarding student dental care to Center staff. Estimated hours required: dentist, 10 hours per week; hygienist, 8 hours per week; dental assistant, 10 hours per week. The Contractor shall provide 24-hour emergency services for the entire contract period. The Contractor shall be responsible for ensuring these services are available during holiday and vacation periods. These services shall be performed at the Contractor's facilities or other mutually acceptable location. Offerors (dentist and dental hygienist) must be licensed to practice in the State of Washington. Reclamation intends to award one or more fixed-price contract(s). The initial period of performance (base year) shall be October 1, 2003, through June 30, 2004, with four option years to renew, typically each option year running from July 1st through June 30th (Job Corps Fiscal Year). Offerors may propose on the following services: (a) dentist services, dental assistant services, and dental hygienist services; (b) dentist services and dental assistant services only; (c) dental hygienist services only. The dental hygienist can be an independent subcontractor or an employee of the dentist. The dental hygienist will always work under the supervision of the dentist. Dental hygienists are encouraged to submit proposals. These services will be purchased in accordance with FAR Part 15. Any award will be based on the best value to the Government. This requirement is SET-ASIDE FOR SMALL BUSINESS. We will evaluate past performance, experience, and price and price-related factors to determine the best value. These factors are subject to change and the offerors will need to review sections L and M of the solicitation when the solicitation is issued. See numbered note 26.
