Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation F02601-03-T-0006 is being issued as a request for quotation. (iii) This solicitation incorporates clauses and provisions in effect through the Federal Acquisition Circular 01-13. (iv) This requirement is being synopsized as a 100% small business set-aside under standard industrial classification code 1752, NAICS code 238330, small business size standard of $12M. (v) CLIN 0001 is for 3,800 sq yds of dormitory carpet. CLIN 0002 is for 8,000 linear feet of cove base. (vi) 1. Carpet with a small pattern, a tweed or random design is required for its appearance retention and durability. A commercial grade level loop carpet or carpet tile with rubber slab carpet is recommended for the living units and public areas. Broadloom carpet shall be installed direct glue down and shall be smooth, uniform, and secure, with a minimum of seams. Seams shall be uniform, unnoticeable, and treated with a seam adhesive. Holes, cracks, depressions, or rough areas shall be repaired using material recommended by the carpet or adhesive manufacturer. Carpet will contain Soil Protective Treatment. Remnants remaining from the installation, consisting of scrap pieces more than 600mm (2 feet) in dimension with more than 0.6 square meters (6 square feet) total, shall be provided. Non-retained scraps shall be removed from site. The following minimum weights are recommended for dormitories: Cut pile: 1017 grams/m2 (28 ounce/SY). Loop Pile: 814 grams/ m2 (24 ounces/SY) Quotes must include all applicable taxes and prepping costs, tear up of existing glue down carpet, tear up of existing cove base, installation of new carpet and cove base, and removal of remnants. 2. Flooring accessories shown in the finish schedule or listed herein as 700 SERIES BASE OR WALL BASE shall be 1/8” (3.175mm) thick Type TP Thermoplastic Rubber extruded base, furnished by Roppe Corporation, Fostoria, Ohio. It shall be constructed of first-quality materials and shall be smooth and free from any imperfections, which detract from its appearance. The Cove Base shall be 4” (101.6mm) in height and in lengths of 48” (1.22m) or 120’ (36.576m). The Cove Base shall be of the type (Cove), 1/8” (3.175mm) thick and in the color decided at purchase. Quotes must include all applicable taxes and prepping costs, tear up of existing glue down carpet, tear up of existing cove base, installation of new carpet and cove base, and removal of remnants. 3. All work shall be complete thirty (30) days after date of contract. 4. A pre-quote site visit will be conducted at the 355th Contracting Squadron, 3180 S. Craycroft Road, Davis-Monthan AFB, Tucson, AZ on 7 May 2003 at 8:00 a.m. for the purpose of answering questions and visiting the work site regarding this solicitation. Meet at the Swan gate visitor center at 8:00 a.m. Please have the following; driver’s license, current vehicle registration, valid vehicle insurance certificate, and a copy of this document to obtain a vehicle pass for the site visit. (vii) Place of delivery is Davis-Monthan AFB, Tucson, AZ 85707. FOB point is destination. (viii) Provision 52.212.1, Instruction to Offerors-Commercial Items applies. (ix) Provision 52.212.2, Evaluation of Commercial Items applies. Proposal will be evaluated on price. (x) Offers are required to submit a completed copy of 52.212.3, Offerors Representations and Certifications-Commercial Items with their offer.
