SOLICITATION NUMBER: M/OP/REG/ALPS-03-BIA-11CHA (TCNPSC) ISSUANCE DATE: June 27, 2003 CLOSING DATE: June 11, 2003 SUBJECT: Solicitation for U.S. Personnel Service Contractor (PSC) for Chief Accountant in the Financial Management Office with duty located in Bagdad, Iraq Ladies/Gentlemen: The United States Government, represented by the U.S. Agency for International Development (USAID), is seeking applications (Standard Form 171 or Optional Form 612 only) of qualified individuals from U.S. Citizens interested in providing Personal Services Contract (PSC) services for one PSC Contractor- Chief Accountant position, Financial Management Office- as described in the attached solicitation. Chief Accountant (M/FM/CONT) 1. SOLICITATION NUMBER: M/OP/REQ/ALPS-03-BIA-11CHA 2. ISSUANCE DATE: June 27, 2003 3. CLOSING DATE/TIME FOR RECEIPT OF APPLICATIONS: July 11, 2003; 2:00 P.M. Eastern Standard Time. 4. POSITION TITLE: Chief Accountant For ORHA Reconstruction Unit, USAID IRAQ 5. MARKET VALUE: GS-11 Equivalent ($42,976- 55,873). Final compensation will be based upon the candidate's past salary, work history and educational background. Candidate will be paid transportation costs to Washington, D.C. for orientation and country clearance then sent to Iraq. 6. PERIOD OF PERFORMANCE: One year with one option year based on program needs and performance. 7. PLACE OF PERFORMANCE: Bagdad, Iraq. All staff will be housed within a guarded and fortified CFLCC military perimeter. Iraq is an unaccompanied posts. Post hardship (25%), danger pay (25%) and separate maintenance allowances are authorized. 8. FINANCIAL ANALYST For OCPA Reconstruction Unit, USAID IRAQ , Personal Services Contractor, GS-11 (equiv), M/FM/CONT 1. Introduction: USAID IRAQ is implementing a program of humanitarian assistance and reconstruction activities initially valued at nearly $1.5 billion, operating through large and complex contractual mechanisms and several large grants. USAID managed assistance to the IRAQ Reconstruction will take place during the 18 months after the conflict. Monthly expenditures across the portfolio are anticipated to be $140 million. 2. Length of Contract: One year with option to extend for additional period based on performance and program needs. 3. Specific Duties and Responsibilities: Reports directly to the Controller of USAID/Iraq and serves as the principal expert for all budgeting, accounting, and payments functions for USAID/Iraq. The incumbent provides professional advice to USAID/Iraq and client Mission staff on USAID accounting and financial regulations, and performs accounting duties of broad scope and complexity in the financial implementation of program Activities. The incumbent supervises a staff of up to 3 financial personnel and will be responsible for training and hiring the new FSN financial management staff for the mission. a. Supervise all budget and accounting functions in the Office of Financial Management, USAID/Iraq, i.e. Project accounting, operating expense accounting, voucher examination and cashier operations. As such, the contractor shall: - Administer a comprehensive accounting, reporting and budgeting system designed to provide senior mission management and USAID/W with timely financial information for making operating decisions. - Participate in the planning, installation and maintenance of an adequate system of internal control for the processing, accounting and reporting of all USAID obligation/liquidation actions. - Supervise the analysis and reconciliation of accounts with the disbursing officer - Perform analysis and participates in quarterly accruals, annual budget submissions, 1311 reviews, etc. with USAID/Egypt, making recommendations where applicable. - Participate in the formulations and preparation of the annual operating expense budget. Provides fiscal data and cost factors needed for the budget formulation and estimates. b. Coordinates accounting and payments operations with USAID/Egypt to assure that the accounting ledgers, reports, and supporting records and files are current, accurate, and complete. c. Acts as primary mentor to the accounting and payments staff. Guides foreign national employees in the controller?s office budget and accounting section in all accounting, and payments functions. Provides training, guidance and supervision to up to 3 staff: one Program accountant, OE accountant/budget analyst, and one payables/cashier staff. d. Conduct accurate and timely quarterly accrual and 1311 reviews e. Establishes systems to insure the payment function is carried out accurately, in compliance with USAID regulations and all payments are appropriately supported. 4. Education, Training and Experience required for the Position Education: A University degree in Accounting, Finance, or Business Administration or its equivalent in the level of responsibility and scope of work. Additional financial training/education in relevant areas preferred. Experience: A Minimum of five years of progressively responsible experience with day to day USAID Financial Management operations ? preferable as supervisor of USAID accounting and payments function. Language Proficiency: Level IV ability (fluent) in both English and Arabic is required. Skill in written English is particularly important. Knowledge: A thorough knowledge and understanding of professional accounting principles, theories, practices, and terminology as well as the principles and accepted procedures of USG and host governmental and business accounting, budgeting, and reporting is required. Must have an expert?s knowledge of laws, regulations and procedures governing USAID financial management and have a comprehensive knowledge of USAID organization and operations both in general and at a procedural. Selection Factors: Knowledge, Skills and Abilities: A high level of analytical skill, professional expertise and sound judgment is required, as well as, proven ability to manage a staff of professionals and of directing and coordinating USAID financial operations at the implementation level. Advanced computer skills particularly in the usage of spreadsheets, word processing, and database management ? all in a windows based environment. Must be able to compile and clearly present masses of detailed financial and related information in a concise and fully professional manner. Must be a self-starter requiring minimal supervision. 5 General Information regarding living and working conditions in Kuwait and IRAQ: USAID mission is located in Baghdad. All staff will be housed within a heavily guarded and fortified CFLCC military compound and supported by the ORHA logistics group until permanent lodging, etc. is identified once it is permissive. IRAQ is an unaccompanied post.
