Senior Financial Management Specialist (M/FM/CONT) 1. SOLICITATION NUMBER: M/OP/REQ/ALPS-03-BIA-13 2. ISSUANCE DATE: June 27, 2003 3. CLOSING DATE/TIME FOR RECEIPT OF APPLICATIONS: July 11, 2003; 2:00 P.M. Eastern Standard Time. 4. POSITION TITLE: Senior Financial Management Specialist For ORHA Reconstruction Unit, USAID IRAQ 5. MARKET VALUE: GS-13 Equivalent ($61,251- $79,629). Final compensation will be based upon the candidate's past salary, work history and educational background. Candidate will be paid transportation costs to Washington, D.C. for orientation and country clearance then sent to Iraq. 6. PERIOD OF PERFORMANCE: One year with one option year based on program needs and performance. 7. PLACE OF PERFORMANCE: Bagdad, Iraq. All staff will be housed within a guarded and fortified CFLCC military perimeter. Iraq is an unaccompanied posts. Post hardship (25%), danger pay (25%) and separate maintenance allowances are authorized. 8. SENIOR FINANCIAL MANAGEMENT SPECIALIST For OCPA Reconstruction Unit, USAID IRAQ , Personal Services Contractor, GS-13 (equiv), M/FM/CONT 1. Introduction: USAID IRAQ is implementing a program of humanitarian assistance and reconstruction activities initially valued at nearly $1.5 billion, operating through large and complex contractual mechanisms and several large grants. USAID managed assistance to the IRAQ Reconstruction will take place during the 18 months after the conflict. Monthly expenditures across the portfolio are anticipated to be $140 million. 2. Length of Contract: One year with option to extend for additional period based on performance and program needs. 3. Specific Duties and Responsibilities: The Senior Financial Management Specialist is responsible directly to the Mission Controller for discharging the financial management aspects of the mission?s operation. Under the overall supervision and guidance of the Controller, the incumbent is to plan, design, implement, control and report on a broad variety of financial systems affecting the mission?s operations. Responsibilities will include assistance in contracts administration and management functions as well. USAID IRAQ is supported by the accounting, payments, financial analysis, and audit staff in USAID CAIRO. The incumbent will supervises a staff of up to 3 financial personnel, and serves as the assistant to the Comptroller for all budgeting, accounting, financial analysis, and reporting functions for USAID/Iraq. The incumbent also provides advice and guidance to the project managers on the administrative and financial management practices and procedures applicable to project implementation aimed at reducing any vulnerabilities that could result from the mission?s large and complex portfolio. Financial management includes budgeting, accounting, cash management, financial analyses, internal control and reporting. Under the general policy guidance of the Controller, the incumbent will serve as the managerial alter-ego of the Controller and is responsible for the financial and administrative management of one or more of the programmatically complex and highly visible reconstruction sector portfolios. In these capacities, the incumbent?s responsibilities and duties shall include, but not be limited, to the following functions: a) The incumbent will supervise the FSN staff in executing the budgeting, accounting, financial analysts and payments functions in support of mission operations. b) Apply professional financial analysis methods and techniques in order to analyze the financial viability of proposed USAID projects and activities and the adequacy of funding during implementation. c) Coordinate with Sector program manager(s) in setting up accounts and tracking systems while integrating financial controls into the implementation mechanisms for each contract or grant within the program sector. d) Assure that financing and reporting procedures, which conform with USAID?s financial and program reporting systems and with the requirements and limitations of USG and cooperating country laws and regulations, are fully considered and set forth in grant projects and contracts agreements. e) Working in collaboration with the Mission program office, ANE/AIDW program office, monitoring and evaluation contractors and Sector program manager, assist in developing and maintaining monitoring systems designed to keep program implementation on track. f) Provides financial data to be used for, and participates in forecasting of future resource requirements for the sector portfolio. g) Ensure that obligations, reservations, earmarks and commitments are approved from the standpoint of available funds thru pre-validation techniques suitable to the needs of the program and provide necessary clearances. h) In collaboration with USAID Cairo?s Controller Office, develop and maintain financial information and reporting system for all contracts/grants activities within the sector portfolio. This includes systems to (1) compile financial obligations, commitments and expenditures (disbursements & accruals) from all funding sources, (2) track allowances and annual OYB by fund account and earmark area, (3) monitor expenditure burn-rates and progress against planned levels, (4) remaining funds availability. i) Oversees and monitors all concurrent audit activities under the contracts and grants within the sector to ensure quality control, all audit matters are appropriately addressed, and recommendations are implemented and closed in a timely manner. j) Reviews all vouchers for payment to ensure conformance with terms of the authorized contract, grant, purchase order, travel authorization, etc. and obtains administrative approval from the Cognizant Technical Officer. Manages the receipt, review, and submission of vouchers to USAID Cairo in accordance with prompt payment rules. k) Liase with USAID Cairo Accounting staff to perform analysis and reconciliation of accounts and to conduct 1311 reviews. l) Take steps to reduce the program?s vulnerability to fraud, waste or abuse by directing a program of financial review; performing periodic site visits to project implementing organizations and assisting them in identifying and correcting potential administrative or financial problems before they become audit problems. m) Perform Cognizant Technical Officer duties, if required. Duties may include but are not limited to: reviewing and analyzing all performance and financial reports from the contractor/grantee; authorizing payment of vouchers (administrative approval) and task orders. 4. Education, Training and Experience required for the Position: Education: University degree in accounting, finance or business administration. Master?s degree in these areas, and/or CPA preferred. Experience: Minimum of 7 years of progressively more responsible experience with day today USAID financial management operations ? preferably as a supervisor of a USAID financial management area such as auditing, financial or operations analysis. Relevant USAID experience is essential. Language: Excellent English communication skills, both orally and written, are essential. Must have ability to present analysis and recommendations in clear written and oral formats. Knowledge: A thorough knowledge and understanding of professional accounting principles, theories, practices and terminology as well as principles and accepted procedures of US governmental and business financial accounting, budgeting and reporting is required. A thorough knowledge of laws, regulations and procedures associated with USAID financial management is also essential. An understanding of how USAID projects are designed, developed, implemented and evaluated is essential. Selection Factors: Knowledge, Skills and Abilities Required by the Position: In order to participate in managing the Division's program objectives, interrelationships and effectiveness, and develop recommendations for action and/or Agency policy positions, the following knowledge is required: - Ability to perform a high degree of situational assessment, interpretation, judgement, and timely decision-making, including but not limited to the following: budgeting, financial planning and management of the sector portfolio, providing guidance to partners (host country ministries, Regional Administrators, etc.) in making necessary adjustments to program management. - Ability to develop and maintain contacts with high level officials of host country institutions whom USAID is partnering with in implementing projects. - Ability to detect the financial strengths and weaknesses of projects. Must be able to provide expert technical assistance to project and USAID mission management and to resolve financial management problems affecting project design, implementation and administration. Should have in-depth knowledge and understanding of the legislative requirements and policies governing the U.S. Government's financial management system and authorities as they relate to financial programs. - Ability to make independent judgements on the adequacy of accounting systems and controls. Must be able to exercise extensive judgement in planning, carrying out tasks, including the specific approach to be taken, the resolution of problems and conflicts, and the meeting of deadlines. - Demonstrate interpersonal and training skills. Must have skill to lead a team to accomplish programmatic objectives related to financial management, and the ability to develop the skills and potential of staff. Must have the ability to work effectively with personnel from private agencies and international organizations - Must have a high degree of professionalism, discretion, and sound judgement in representing USAID and the US Government. Skill in oral and written communications to present sensitive recommendations to a higher authority, and external bodies, to obtain compliance with policies from subordinate activities, and to represent the Agency diplomatically in a variety of circumstances. 5 General Information regarding living and working conditions in Kuwait and IRAQ: USAID mission is located in Baghdad. All staff will be housed within a heavily guarded and fortified CFLCC military compound and supported by the ORHA logistics group until permanent lodging, etc. is identified once it is permissive. IRAQ is an unaccompanied post. Current post hardship and danger pay is 50%, combined.
