- This is a Total Small Business Set Aside requirement for overhaul. The contractor shall provide all labor, facilities, equipment and all material to accomplish overhaul, test, packing, preservation and packaging of the C135/E3 Hydraulic Priority Valve. A firm fixed price requirements type contract is contemplated. The contract period will be one year with four one-year options. The items and estimated quantities are as follows: Item 0001: Overhaul NSN 1650-01-008-0644, P/N 38-487 OR NSN 1650-00-420-8432; Noun: Hydraulic Priority Valve; Applicable to C135 and E3 aircraft; Basic Year Quantity, 20 each; Option I Year Quantity, 20 each; Option II Year Quantity, 20 each; Option III Year Quantity, 20 each; Option IV Year Quantity, 20 each. Item 0002: Data IAW DD1423s. Item 0003: Over and Above Work Deliveries are to be in accordance with instructions received from the Production Management Specialist prior to shipment(s): on or before 5 each per month after receipt of order and reparables. Qualification requirements apply. Award will be based on meeting our requirements and cannot be delayed pending qualifications of additional sources. Award will be made only if the offeror, the product/service, or the manufacturer meets qualification requirements at the time of award in accordance with FAR Clause 52.209-1 The approximate solicitation issue date will be 23 Jul 2003. NOTE: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
