- FISC Det. Philadelphia intends to issue an RFP for the provision of services in support of the Navy College Program for Afloat College Education (NCPACE) Instructor delivered classes for the Navy. An indefinite delivery, indefinite quantity type contract under which fixed price orders shall be issued is anticipated. Classes shall be offered on board ships. Offeror shall provide academic skills classes and college courses, which shall be fixed priced per class. Academic Skills curriculum shall include English, mathematics and reading. At a minimum, the offeror should provide a degree program for Associate?s degree General Studies and Bachelor Degree in Liberal Arts. There is a minimum enrollment of 10 students per class. Instructors teaching on board the ships must be medically fit and meet the academic requirement of the institution(s). Orientation services shall be the sole responsibility of the Government, however, the contractor is expected to conduct registration, sell textbooks prior to start of class and monitor ship?s progress for follow-on terms. Projected enrollment for NCPACE Instructor delivered courses is between 30,000 to 35,000 enrollments per year. All instructor led courses provided under this contract shall be offered by colleges accredited by the regional accrediting agency recognized by the Department of Education. NCPACE provider institution must be member of the Navy College Program Distance Learning Partnership (NCPDLP) and Servicemembers Opportunity Navy. It is anticipated that the RFP shall be issued in mid to late July 03 with an award date sometime in November 03. Services shall commence 60 days after award date. The base year shall consist of 12 months with four ? one year options included. The RFP shall require submission of a technical and cost proposal. These services are currently being provided under contract N00140-02-D-J089. This proposed contract is being considered as a 100 percent set-aside for historically black colleges and universities (HBCUs) and minority institutions (MIs), as defined by the clause at 252.226-7000 of the Defense Federal Acquisition Regulation Supplement. Interested HBCUs and MIs should provide the contracting office as early as possible, but not later than 15 days after this notice, evidence of their capability to perform the contract, and a positive statement of their eligibility as an HBCU or MI. If adequate response is not received from HBCUs and MIs, the solicitation will instead be issued, without further notice, as an unrestricted acquisition. It is the intention of the Navy to issue this RFP through electronic means only. This RFP shall be available upon issuance at http://www.neco.navy.mil.
