- NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are b eing requested and a written solicitation will not be issued. 1. The contractor shall provide the government the following for a base period of 1 October 2003 thru 30 September 2004, and four option periods of one (1) year each. Contractor shall furnish al l parts, labor, materials and equipment to provide full service lease/maintenance. 1.1 DIGITAL PAGERS: 2085 and 21 spares 16 memory, silent vibrate alert, time stamps, calls reminder alert, throwaway battery, lighted display for night viewing. 1.2 NATIONWIDE ACCESS PAGERS: 23 EA Nationwide pagers. The area of coverage shall be the 48 continental states. Each pager shall be delivered with an operations booklet. 1.3 NATIONWIDE 2-WAY PAGERS: 4 EA Nationwide pagers. The area of coverage shall be the 48 continental states. Each pager shall be delivered with an operations booklet. 1.4 ALPHANUMERIC/ELITE PAGERS: 59 EA 1.5 SKYPAGER: 60 EA SkyPager are only used by the BAMC special medical augmentation response teams(smart) during training exercises or actual emergency situations, and charges will only be incurred during period of usage. The area of coverage shall be the 48 continental states. Each pager shall be delivered with an operations booklet. 1.6 RELAY ANTENNA/TRANSMITTER: this transmitter shall be placed on the roof of building 3600, Brooke Army Medical center, 3851 Roger Brooke Drive, Fort Sam Houston TX 78234-6200(BAMC) to eliminate dead zones of coverage within the medical center. The cont ractor shall provide all parts, labor and maintenance services for this equipment at no cost to the government. 1.7 LOCAL AREA PAGES: the local area is defined as the region from Waco, TX to Brownsville, TX (north to south coverage), and from Houston, TX to Del Rio, TX (east to west coverage). The entire quantity of this pager shall have the same telephone prefix. E ach pager shall be delivered with an operations booklet. 1.8 SECONDARY NUMBER: leased pagers will have a secondary number tied to them for backup (i.e. existing pagers also have an Austin number tied to them to allow pagers to be activated by dialing either the San Antonio or Austin number). This service will be provided at no additional cost to the government. 1.9 HOT SPARES: the contractor shall provide a quantity of local area pagers equal to one percent of the total quantity ordered as spares. Spares will be use to swap out a malfunctioning pager so a minimum of time is lost for the end user. The malfunctioni ng pager will be returned to the contractor, and the contractor shall provide a replacement spare. Spare pagers shall be at no cost to the government. 1.10 PARTS AND BOOKLETS: the contractor shall provide a quantity of spare belt clips and battery covers equal to one percent of the total quantity of pagers ordered. The contractor shall provide additional operation booklets equal to two percent of the tot al quantity of pagers ordered for each type of pager. These spares shall be at not cost to the government. 1.11 The contractor shall provide delivery and pick up service within 24 hours of a call for service. 1.12 The contractor shall provide services to assist the government transition to the contractor's pagers for a period of one month from the effective start date of the contract, if required. This is required to allow for minimum lost time to assign the ne w pagers and be operational, and shall be at no cost of the government. 2. Scheduling for maintenance on the system shall only be done on Sunday, Monday, Tuesday or Wednesday after 10:00 pm and may not be accomplished holidays or during certain celebration days (i.e. San Antonio fiesta week). The Brooke army medical center is a trauma one hospital for the city of San Antonio and therefor e, cannot have any disruption of the pager system during peak hours of operation 6:00 A.M. through 6:00 P.M. or any time on Thursday, Friday or Saturday. Trauma pagers must have the capability to be automatically activated by the city of San Antonio. Notif ication of impending system maintenance shall be provided by email and by calling the central communications room and leaving a message a minimum of three days in advance. All notifications are required, and shall be placed by contractor to government poin t of contact for technical issues.
