Description
NA The purpose of this contract is to provide all services necessary for storage of household goods (HHG)/Unaccompanied Baggage (UB), entering the U.S. from Pacific ports, belonging to military members and civilian employees of the U.S. Government. The Contr actor shall assume all responsibility, liability and costs for receipt/delivery, processing, storage and traffic management of HHG/UB from the point where the HHG/UB are received at the Contractor??????s storage facility, to the release of the HHG/UB to th e Carrier and/or Customer. The Contractor??????s responsibilities include (1)Customs and agricultural clearances, (2)Compiling advanced documentation, (3)Fumigation (if necessary), (4)Handling-In, (5)Storage, (6)Establishing release date with member/emplo yee, (7)Making arrangements for carrier pickup of released HHG/UB, (8)Handling-Out, (9)Traffic management functions, (10) Traffic Management functions for expiring BOA storage lots in storage in the San Francisco Bay area, and (11)Other services outlined i n the performance work statement, such as removal of HHG/UB. The Government prefers warehouses that are within a 24 mile radius of the commercial zones of the county ports of Alameda, San Francisco, and Los Angeles in California or King County in the Stat e of Washington. Radius will be established using the Defense Table of Distance (DTOD). Should the Contractor??????s facility(s) be located beyond a 24-mile radius of the commercial zone, any additional transportations charges will not be at Government expense. The contractor should be capable of conducting administrative and storage services for an average of ten million pounds of HHG/UB per year. The contractor will be handling in an estimated 840,000 pounds per month and handling out an estimated 84 0, 000 pounds per month, also. The contractor shall perform all traffic management functions of this requirement to include record keeping, maintaining customer files, notification of service members and civilian employees, tracing shipments, and tracing members and employees. The contractor shall utilize the Transportation Operational Personal Property Standard System (TOPS) to process HHG/UB into and out of storage, to produce invoices, and to obtain low-cost line haulers for movement of HHG. The TOPS equipment is Government furnished equipment for this requirement. In addition, the contractor shall be responsible for the administrative duties of an estimated ten million pounds of HHG/UB currently being stored by twelve contractors in the San Francisco Bay area.
