- Description
- The Naval Air Warfare Center Weapons Division, Point Mugu, CA plan to procure by other than full and open competition, from General Electric Company, 111 Merchant Street, Cincinnati, OH, contractor engineering technical services to support the T700-GE-401/401C, T64-GE-415/416, T58-GE-8F/10/400B/402 and F404-GE-400/402 engines and associated equipment. The requirement is for an estimated 960 man months of effort provided to various fleet and shore activities for the purpose of informing, instructing and training Navy personnel in the installation, operation and maintenance of the herein identified engines. The services provide direct support to squadrons, with the contractor capable of solving complex and intricate equipment problems without hesitation, which would impact safety of flight issues. The object of the CETS is to elevate the technical skills and abilities of military personnel responsible for operation and maintenance of the system/equipment identified, to the level of self-sufficiency. In order to perform these services, access to the technical database for the engines and associated support equipment in its current configuration is essential. The original equipment manufacturer, General Electric Company, is the only source available with requisite technical data and specific technical knowledge of the engines to adequate perform the requirements of the contract. The OEM is the only available source possessing the detailed technical support capability for this equipment. As a result of on-going modifications, lack of trained personnel and design data for equipment in multiple configurations, this support can only be obtained from the OEM. The period of performance will be 1 Jan 2004 through 30 Sep 2004, with four 12-month option periods and one 3- month option period for a total contract period of performance of 60 months if all options are exercised. Any resultant contract will contain the clause at FAR 52.217-8, Option to Extend Services. Responsible sources having the engineering and technical field service capabilities for the engines identified above, many submit an offer which may be considered to the attention of Sharon Schumann, T& E Logistic Contracts Department, Code 254300E, NAVAIRWARCENWPNDIV, 575 I Avenue, Suite 1, Point Mugu, CA 93042, or via e-mail to Sharon.Schumann@navy.mil. The offer must have complete and detailed information that includes the total number of employees and professional qualifications of personnel specially qualified in the product identified above; an outline of previous Contract Engineering Technical Service efforts including specific services previously performed or being performed in the listed engines, specific resumes of representatives detailing their qualifications and any other available descriptive literature.
