Description
This is a combined synopsis-/-solicitation for a commercial item prepared in accordance with the Federal Acquisition Regulation (FAR) part 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and THERE WILL BE NO WRITTEN REQUEST FOR QUOTATION ISSUED. The solicitation is a Request for Quotations and the number is RFQ-03-006-. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-08. This solicitation is issued on an unrestricted basis. Price quote must be valid for minimum of 60 days from due date. Line item is as follows: Specifications are: Aircraft GPS/Navigation/Communications System Specifications Purchase and installation in Piper Navajo N70Z of a Garmin 530 GNS, Goodrich “Skywatch” traffic advisory system, and Goodrich WX-500 Stormscope. The Garmin GNS 530 is an integrated and enhanced GPS/Navigation/Communications device that will replace existing selected navigation and communications devices and will interface to some other instruments. AIRCRAFT WILL BE AVAILABLE FOR INSPECTION. TECHNICAL CONTACT IS ROBERT LOCKWOOD 909-680-1535 (office) or (909-315-0181 (mobile). Statement of work for Piper Navajo N70Z: 1. Remove existing #1 KY-196 Com, KNS-80 #1 NAV and the KLN-90B GPS; 2. Install a new Garmin GNS-530 GPS/NAV/Com and interface to an existing H.S.I, Shadin Digiflow-L (note: The Digiflow may require a software upgrade), and S-Tec GPSS autopilot interface; 3. Install a new or factory overhauled Goodrich Skywatch Traffic Advisor (model SKY- 497) system and interface it to the GNS-530; 4. Remove existing Goodrich WX 950 and install new or factory overhauled Goodrich WX-500 and interface it with the GNS-530 (but see note (a) below); and 5. Prepare all required paperwork including all required log entries. Notes: a. Bid should include a price with and without removal of existing WX 950 and installation WX-500 interfaced with the Garmin 530; b. Bidders must specify whether the Skywatch and WX-530 are new or factory overhauled; c. Bidders should indicate any price allowances for removed instruments (trade in); d. Bidders must have any required manufacturer’s approvals for installation of the GNS-530, WX-497, and Skywatch; e. The Government prefers that the work be completed within three (3) weeks after the contract award; and f. Bidders must be FAA certified repair stations. The Government will consider price, distance from Palomar Airport, and the time the aircraft is out of service in awarding the contract. Piper Navajo N70Z is based at Palomar Airport, Carlsbad, California (CRQ). The quantity is one each, with delivery point as follows: USDA Forest Service, PSW, Riverside Fire Laboratory; Attn: Robert Lockwood; 4955 Canyon Crest Drive; Riverside, CA 92507. PLEASE PROVIDE PRICING, TECHNICAL SPECIFICATIONS, ENGINEERING SUPPORT INFORMATION, MAINTENANCE AVAILABILITY (including cost) AND WARRANTY INFORMATION. The requested delivery time AND INSTALLATION is estimated to be THREE WEEKS after receipt of order, however quoters may offer alternative delivery times. Quotations will be evaluated on price and other factors, including: specific features available, training offered, warranty, quality of the model, time out of service, and cost to deliver the aircraft to the vendor. Quotations will be considered for purchase. The following FAR clauses apply to this solicitation: 52.212-1 Instruction to Offerors—Commercial Items, 52.212-3 Offeror Representations and Certifications—Commercial Items; 52.212-4 Contract Terms and Conditions—Commercial Items; 52.212-5 Contract terms and Conditions Required to Implement Statutes or Executive Orders—Commercial Items. Note: Offerors must include a copy of the provisions at 52.212-3, Offeror Representations and Certifications—Commercial Items with their quote. This can be obtained at http://arnet.gov/far. Quotes shall include a description of the product offered and the total price for the item AND INSTALLATION .
