- Description
- General: The National Park Service, Department of Interior, is soliciting proposals from construction firms having the capability to perform the work described herein: The work of this contract consists of the reconstruction of an existing paved passenger vehicle parking lot at the USS Arizona Memorial, Honolulu, Hawaii, to include installation of an 8" ductile iron waterline and appurtenances. Reconstruction of the parking lot includes demolition and removal of existing pavements, and installation of storm drainage improvements, concrete curbs, asphalt paving and landscaping. The waterline work includes installation of fire hydrants, valves and backflow prevention devices. This contract also includes installation of electrical and telecommunications conduit, solar lighting, and design and installation of an irrigation system. Sealcoating and restriping of existing pavements at the overflow parking area and paved maintenance yard across Rear Gate Road are also included. Completion time: 180 calendar days following the Notice-to-Proceed. Estimated construction range: Between $500,000 and $1,000,000 NAICS Code: 237310, and the applicable size standard for this project is $28.5million average annual receipts for the past three years. This solicitation is subject to the Small Business Competitiveness Demonstration Program and is subject to full and open competition. Issuance of the Request for Proposals (RFP) is anticipated on or about July 11, 2003, with proposals due thirty days after issuance. A Pre-Proposal meeting will be held - date will be established in the solicitation. Submission of both a technical and price proposal are required. The Government will consider an offeror's technical capability in comparison to its price, with technical capability being of equal importance to price, and will select the offeror whose proposal represents the best value to the Government. Selection will be based on the following criteria: 1) Past Performance; 2) Experience; and 3) Qualifications and Experience of Key Personnel. Award of a single negotiated firm-fixed price contract will be made. This solicitation will be issued electronically, on the Department of Interior's National Business Center (NBC) website, at http://ideasec.nbc.gov. Paper copies of this solicitation will not be made available. Prospective offerors desiring to conduct business with DOI are requested to register at the National Business Center. Proposal documents will be available in Microsoft Word, HTML, and Adobe PDF. Specifications will be available in Adobe PDF format and drawings will be available in TIFF format.
