Description
USAID intends to issue an RFP for emergency construction services of street/road rehabilitation/repair in the Palestinian West Bank and Gaza. This contract is open for competition by local Palestinian contractors according to 22-CFR228.40-d (Local Procurement estimated not to exceed $5,000,000). The Emergency Road Rehabilitation project is part of the US led effort to support the new Road Map for peace in the Middle East. The restoration of roads will improve access to markets and the movement of labor and goods. The Palestinian construction industry will receive an economic stimulus. There will be employment opportunities, increases in materials supplied, and a reinvigorated manufacturing sector. Five hundred new jobs and an estimated 15,000 person days of employment will be created. Over one million Palestinian people will benefit through cost and time savings, by having more reliable transportation services, or simply by having a better future with more opportunities because of restored roads. The scope of this Indefinite Delivery Indefinite Quantity (IDIQ) contract includes the reconstruction, rehabilitation and repair of roads and streets in six geographic areas of the West Bank and Gaza, specifically Bethlehem, Hebron, Ramallah, Nablus, Jenin, and Northern Gaza. All work must be performed by the contractor?s own resources with minimal, if any, subcontracting of the construction work. USAID contemplates the implementation of this project through making multiple awards of direct (IDIQ) construction contracts. The contractor must be able to mobilize immediately. The contractor must have similar construction experience and demonstrated capability of managing such project under the current conditions of political unrest.
