Description
The NRCS is performing a Streamlined Competition of Soil Conservation Technician services in the NRCS offices throughout the state of Kentucky. Government personnel currently provide these services. Offerors are advised that a contract may not be awarded if the cost of contract performance is determined to be greater than the cost of in-house performance by Government personnel. Interested firms should submit their SF-254 and SF- 255 to USDA-NRCS, Attention: Contracting Officer, 771 Corporate Drive, Suite 210, Lexington, KY 40503-5479, within 30 days of publication of this announcement. This is not a solicitation. The Competitive Sourcing Official is the State Conservationist and the Contracting Officer is Connie McKinney. The end date of the Streamlined Competition is July 30, 2003. PRESELECTION CRITERIA: Firms must meet the following criteria in order to be considered for award under this announcement. (1) Have a minimum of one engineer being a Registered Professional with the State of Kentucky, experienced in the planning, surveying, design, layout, inspection and application of natural resource conservation practices on cropland, woodland, pasture and hayland, wildlife and urban areas (2) Demonstrate sufficient capacity, experience and ability to conduct conservation planning in the field of natural resources in accordance with NRCS Conservation Planning Manual. SELECTION CRITERIA: Firms meeting the preselection criteria will be evaluated and ranked using the following selection criteria: (1) Professional qualifications. Evaluation will be based upon the number of qualified personnel and their knowledge and level of experience associated with the requirements in the attached PWS and their availability to perform work on this contract. (2) Specialized experience and technical competence in the type of work required. Evaluation will be based on the extent of directly related experience in preparing natural resource conservation plans with landusers in accordance with the NRCS Consesrvation Planning Manual; experience in surveys, designs, layout, and construction checking for natural resource conservation practices in accordance with the National Environmental Policy Act, the NRCS National Engineering Manual, and the NRCS Electronic Field Office Technical Guide for Kentucky; specialized knowledge, experience, training and certifications as listed below. Evaluation will include basic experience in the following areas: Basic surveying principles to include use of surveying tools; interpretation of topographic and soil survey maps and survey data; aerial photographic interpretation; design and drafting of conservation practices sufficient for interpretation by NRCS, the landowner/producers and construction contractors; basic computer word processing and spreadsheet skills; GPS utilization; knowledge of project documentation such as job diaries, survey notes, construction checks, and completion reports; ability to compute volumes and area; principles of hydrology and watershed runoff for structural sizing for water retention and erosion control; knowledge of pipeline design concepts and hydraulics; ability to coordinate activities with organizations, groups and units of government. Examples of work shall be documented for review, as well as a description of the type work performed on SF-254s and SF-255s. These work descriptions will be evaluated based on documented complexity of work performed. Additional consideration will be given to firms with knowledge, experience and abilities in the following areas: Use of NRCS Conservation Toolkit software; knowledge of USDA conservation programs such as EQIP, WHIP, CRP, WRP, EWP, etc.; ability to assist with Soil and Water Conservation District programs. (3) Capacity to accomplish the work. Evaluation will be based upon the number of personnel available in the disciplines described above, previous working relationships of team members, the quantity of existing work under contract, and the schedules for completion of the existing work. (4) Past performance on contracts with government agencies and private industry. Evaluation will be based upon the firm's past experience with other government agencies and the private sector in performing the requirements described; the quality and timeliness of performance under previous contracts. References with telephone numbers must be provided. (5) Location in the area and knowledge of the locality of the project. The above evaluation factors listed in their order of importance are: (2) 40% being most important, (1) 20% and (4) 20% being equally important (3) 15% and (5) 5%. Firms which meet the requirements described in this notice are invited to submit 4 copies of an SF-254, Architect Engineer and Related Services Questionnaire; and 4 copies of an SF-255, Architect Engineer and Related Services Questionnaire for a Specific Project. Interested firms must submit their SF-254s and SF-255s not later than 4:30 p.m., EST on July 30, 2003, to the attention of the Contracting Officer. Only those firms responding by that time will be considered for selection. After initial evaluation, the top rated firm will be selected. This is not a Request for Proposal. PWS and Quality Assurance Plan will be available for downloading on or about July 1, 2003, from Federal Business Opportunities website at http://www.fedbizopps.gov. Hard copies are not available.
