- Description
- As required by the OMB Circular No. A-76 dated May 29, 2003; this public announcement is in conjunction with the previous announcements of November 14, 2002, and February 11, 2003. DOE is in the process of conducting a standard A-76 Cost Comparison of its Financial Services to determine whether it would be more efficient and cost-effective to perform the financial services using DOE?s most efficient organization (MEO), another Federal agency, or a commercial contractor. This competition will be conducted through the Oak Ridge Operations office using normal contracting requirements and OMB Circular A-76 (Revised) dated May 29, 2003. If the MEO or other Federal agency proposal is determined to be the best value, this solicitation will be canceled and no contract will be awarded. This solicitation is for providing financial services to the majority of DOE sites, which is currently performed at 15 DOE locations. (Germantown, MD; Albuquerque, NM; Oak Ridge, TN; Argonne, IL; Golden, CO; Idaho Falls, ID; Pittsburgh, PA; Morgantown, WV; Las Vegas, NV; Oakland, CA; Casper, WY; Miamisburg, OH; Richland, WA; Aiken, SC; and New Orleans, LA) The DOE?s current accounting system, DISCAS (Departmental Integrated Standardized Core Accounting System) has been operating for approximately 20 years. Due to the age and obsolescence of the system, DOE plans to implement an Oracle based financial system, Standard Accounting and Reporting System (STARS), on October 1, 2004. The Offeror will operate the new system, STARS, and will not be required to operate the DOE legacy system. The ORACLE modules being implemented are purchasing, accounts payable, accounts receivable, fixed assets, and general ledger. DOE will be implementing the U. S. Standard General Ledger concurrent with the implementation of STARS. DOE will provide the successful offeror with training on DOE-specific design and configuration of the ORACLE Federal Financials, STARS. Currently the work is being performed by approximately 160 federal employees and 22 contractor employees. Information concerning the current contracts will also be posted on the DOE Interactive Industry Procurement System (IIPS) website at http://e-center.doe.gov/. Under the OMB Circular dated May 29, 2003, several competition officials have been appointed. The Competitive Sourcing Official (CSO) will be James T. Campbell; the Contracting Officer will be Willis Davis; and John R. Pescosolido will be the Agency Tender Official (ATO). A selection decision is anticipated during the first quarter of Calendar Year 2004.
