Description
It is the intent of National Library of Medicine (NLM) to procure on a sole source basis from History Associates Inc., Rockville, MD, for the period July 17, 2003 to July 16, 2004 with options for four (4) successive one-year periods. The purpose of this order is to obtain the services of History Associates Inc. staff to provide historical, visual asset research, and interpretive services of medical historians, museum educators, exhibition developers, visual researchers, plus project support activities. The objectives of this purchase order are to develop scholarly strategies requiring historical and archival research, identification and selection of assets, acquire assets, and interpret materials for exhibitions. The exhibition storylines and the research and development process will involve, but are not limited to, a broad range of manuscripts, prints and photographs, pamphlets, audiovisuals, cultural and medical artifacts, and sound recordings. Required are 142 hours of research assistance identifying artifacts, images and video footage that illustrate the themes in the history of forensic medicine exhibition, contacting public image and video archives, lending institutions such as museums, associations, libraries, etc., and to identifying, locating and contacting private collectors. History Associates Inc. (HAI) has provided expert archival and research services to the National Library of Medicine for over four years. The staff has considerable experience working with scientists and other sources including conducting interviews and appraising collections. Personal have clearances with allows them to work with the papers of National Institutes of Health scientists and complex government records. History Associates has successfully accomplished numerous projects for the History of Medicine Division over the last ten years including a pilot project to study the feasibility of implementing digital technology as an enhancement to accessing historical sources. The History Associates staff are involved in the design and development of History of Medicine Division programs and have intimate knowledge and skills that are critical to the ongoing success of the Division. History Associates possesses intimate knowledge of and familiarity with the Library's systems and processes that allow them to begin productive work immediately. This allows the Library to avoid the weeks or months of training and orientation required to bring another company up to speed. The Exhibition Program team involves close collaboration with scholars, subjects, scientists, curators, museum personnel, and creative staff on a daily basis. Therefore, availability on short notice and timely responsiveness to the day-to-day needs of the program throughout the length of this purchase order are essential requirements. History Associates possess a unique understanding of historical events and subjects pertinent to the exhibitions the National Library of Medicine develops. The proposed acquisition will be procured under FAR Part 12 - Acquisition of Commercial Items. This is not a Request for Quotations (RFQ), nor is an RFQ available, however, all responsible sources may submit a proposal that will be considered by the NLM. Firms interested in responding to this notice must be able to provide service as specified above. Responses must be in writing and must be received in this office within fifteen (15) calendar days from publication date of this notice, and must include pricing information and meet the criteria requirement.
