Description
NA TITLE: Architect Engineering Services for One Small Business Set Aside Indefinite Delivery/Indefinite Quantity Contract for General Hydrology and Hydraulic Design Activities Primarily for Civil Works Projects within the Great Lakes and Ohio River Division Mission Boundaries. 1. CONTRACT INFORMATION: The Louisville District plans to procure an indefinite delivery contract for engineering, architectural, and planning services for water resources studies and military projects. This contract is set aside for S mall Business. The proposed services will be obtained by a negotiated firm fixed price contract. Projects will be awarded by individual task orders not to exceed One Million Dollars ($1,000,000), with the maximum contract value not to exceed Three Million Dollars ($3,000,000). The contract period is cumulative, not to exceed three years from the date of award. To be eligible for award, a firm must be registered in the Department of Defense Central Contractor Registration (CCR) database via the CCR Internet site: http://ccr2000.com, or by contacting the DoD Electronic Commerce Information Center at 1-800-334-3414. 2. PROJECT INFORMATION: Activities will consist predominantly of general water quality, hydrologic, and hydraulic evaluation studies. Work wil l include collection of water quality samples, including filtered and unfiltered water, sediments, phytoplankton, macroinvertebrates, and chlorophyll a; water quality data collection using field meters/probes, secchi disks, and other field equipment; wate r and sediment laboratory analysis; water quality modeling, including calibration of CE-QUAL-W2 and compatible basin and tailwater quality models; bioassays to be conducted for toxicity and other tests related to aquatic environments; remote data collectio n, e.g., use of Hardar DCP's and other multiparameter water quality monitors; remote sample collection, e.g., use of ISCO type water quality samplers; freshwater macroinvertebrate and phytoplankton taxonomy, enumeration, and sample analysis; computation of biometrics; computer programming in support of DASLER database management activities, GIS, and other computer and database related services. Other work might include preparation of supporting documentation and reports and/or design of related flood contr ol or water conveyance appurtenances. Studies can include initial assessment, reconnaissance, feasibility, or PED (planning, engineering, and design) level of detail including development of plans and specifications. Other projects could involve large na vigation projects; urban studies involving major storm, sanitary, and combination sewer flow combined with overland flow; and metropolitan or local flooding studies for flood protection by structural measures, such as levees, channel improvements, detentio n basins, pump stations, etc., or by non-structural measures, such as flood-proofing, limited landuse, or design, development, and maintenance plan for a flood warning system using data collection platforms (DCP's) or other state-of-the-art remote sensing equipment. Construction cost estimating must be accomplished using the Micro-Computer Aided Cost Estimating System (M-CACES) software (software and database will be furnished). Specifications must be electronically developed using Corps of Engineers Guid e Specifications (CEGS). Drawing development may be by any CADD system but submittals must be in accurately translated Intergraph Microstation format unless otherwise specified. 3. SELECTION CRITERIA: Items (1) through (5) are primary selection criteria, (6) through (7) are secondary criteria. Specific requirements for this project are as follow and must be identified in the SF 255: 1. Professional Qualifications for Key Management and Technical Personnel. The evaluation will consider education, certifi cations, registration, training, experience, and longevity with the firm. One resume for each of the following individuals must be provided: Lab Manager, Proj ect Manager, Computer Programmer, CE-QUAL-W2 Modeler, Freshwater Phycologist, Freshwater Macroinvertebrate Biologist, and Bioassay Specialist. Resumes must document appropriate education, training, registration/certification, overall and relevant experien ce. Two resumes are required for personnel in the following fields: Civil, Hydraulic, Hydrologic, Sanitary, Geotechnical, and Environmental Engineering. Resumes must identify project assignment and indicate a designer and checker in each specified fiel d of engineering with at least one in each field professionally registered. 2. Specialized Experience: Demonstrated specialized experience and technical competence of the firm and the proposed team in all of the activities identified above in Project Inf ormation should be included in the resumes of the proposed team. Specialized experience and technical competence must be demonstrated in the following: mathematical modeling, database development and management, computer programming; freshwater macroinve rtebrate collection, identification, and analysis; freshwater phytoplankton collection, identification and analysis; bioassay testing procedures and analysis for aquatic systems; field surveys and field collection of water samples and water quality data; a nalytical laboratory capabilities for analyses or water quality parameters, elutriates and sediments analysis; and remote data collection using Handar DCP's. Specialized experience and technical competence in the use of programs developed by the Hydrolog ic Engineering Center (HEC), particularly HEC-HMS, HEC-RAS, GEO-RAS, HEC-5, and Flood Frequency Analysis (HEC-FFA), Interior Flood Hydrology Package (HEC-IFH), and CE-QUAL-W2 is required along with having the capabilities to develop models for rural or urb an areas using SCS and other techniques such as the SWMM model. Experience in utilizing ARCVIEW and ARCINFO for hydrologic applications is required. Additional experience is required in providing hydrologic input and output from HEC-HMS and HEC-RAS progr ams that is compatible with HEC-FDA package. Firms must demonstrate experience in one-dimensional unsteady flow through a network of open channels such as UNET or other similar programs. In addition, in Block 10, provide a brief Design Management Plan in cluding an explanation of subcontractor quality control procedures (if applicable) and an organizational chart showing the inter-relationship of management and various team components (including subcontractors). 3. Capacity: Capacity to perform multip le delivery orders and sufficient staffing and/or team to accomplish same. Evaluation will include the demonstrated ability to create and maintain a team with a single point of contact responsible for all efforts, size and capacity of resource pool. 4. Past Performance with respect to cost control, quality of work and compliance with performance schedules on DOD and non-DOD contracts. 5. Superior Performance Evaluations on recently completed DoD contracts. 6. Hydrological/hydraulic knowledge of Dist rict locality. 7. Volume of DOD contracts awarded within the last twelve months. Only resumes identifying the professionalism and specialized experience of the design group are necessary. Other personnel may be specified in paragraph 10 of the SF 255. SUBMITTAL REQUIREMENTS: Any firm with an electronic mailbox responding to this solicitation should identify such address in the SF 255. ACASS numbers should be identified in Block 3 of the SF 255. Firms which are interested and meet the requirements des cribed in this announcement are invited to submit one completed SF 255, U.S. Government A/E and Related Services for Specific Projects to the office shown above. All responses on SF 255 to this announcement must be received no later than 3:00 pm Local Tim e on 30 July 2003 to be considered for selection. Electronic Submittals will not be accepted. It is requested that interested firms list the fee amount and date of all DOD contracts awarded during the last 12 months to the firms and all subsidiaries in Block 9 of the SF 255. Responding firms must submit a current a nd accurate SF 254 for each proposed consultant. Additionally, all responding firms which do not have a current (within the past 12 months) SF 254 on file with the North Pacific Division, Corps of Engineers, must also furnish a completed SF 254. No other information including pamphlets or booklets is requested or required. No other general notification to firms under consideration for this project will be made and no further action is required. Solicitation packages are not provided for A/E contracts.
