- Description To provide Notice of Transition of Competitive Sourcing Projects as required (page 3, paragraph 6, and subparagraph e) in the instructions within the new OMB A-76 Circular. This is NOT a start notice for the projects, as all projects are in the Preliminary Planning Phase of the Competitive Sourcing timeline. Objective The Internal Revenue Service has two studies for Competitive Sourcing that started under the old A-76 Circular that will be transitioned to the Revised Circular. The following projects are all being transitioned: All projects are in the Preliminary Planning Phase of the Competitive Sourcing timeline. Operation and Maintenance (O&M) of Delegated Buildings (100 FTE in Covington, Fresno, Austin, Ogden, Philadelphia, Headquarters) ?This project is to obtain facility operations, maintenance, repair, and minor project support services for buildings, structures, and equipment at U.S. Department of Treasury, Internal Revenue Service (IRS) Campuses in Austin, Texas; Covington, KY; Fresno, CA; and Ogden, UT, IRS Headquarters building in Washington, DC and the South and East building at the Philadelphia IRS. Previously synopsized in the Federal Business Opportunities under TIRNO-03-RFI-BDM (Sources Sought and Review/Comment to Draft PWS). Campus Center Operations (350 FTE in Ogden, UT, Atlanta, GA, Brookhaven, NY, Andover, MA, Cincinnati, OH, Fresno, CA, Austin, TX, Memphis TN, Kansas City, MO, Philadelphia, PA)-- This project focuses on 10 IRS Campus Center Operation sites nationwide with functional areas of support for work control, file transmission, print operations, data processing support and magnetic media. Previously synopsized in the Federal Business Opportunities under TIRNO-03-CAMPUSOPS (Sources Sought) and TIRNO-03-CAMPUSOPS1 (Review/Comment to Draft PWS). Files Activity (1458 FTEs in 10 (Submission Processing) Campus locations: Austin, TX, Andover, MA, Philadelphia, PA, Brookhaven, NY, Cincinnati, OH, Memphis, TN, Atlanta, GA, Kansas City, MO, Ogden, UT, Fresno, CA) ? This function receives, controls, shelves and maintains all returns/documents for retention and retirement. Documents are retrieved as requested by customer organizations. Liaison work is critical with the Federal Records Centers for final retention of documents. Previously synopsized in the Federal Business Opportunities under TIRNO-02-0821 (Sources Sought). Seat Management (250 FTEs Midwestern States (Chicago), KCSC campus, Detroit Computing Center) - This project includes asset management, desktop services, security and help desk activities, with assistance to end user workstations throughout the IRS Mid-Western regions. Previously, synopsized in the Federal Business Opportunities under TIRNO-A76-SEAT (Sources Sought).
