- NASA/LaRC has a requirement for space flight Universal Source Encoder for Space radiation hardened application specific integrated circuits (ASICS). The ASICS will run Rice algorithms. The Rice algorithm runs 15 data compression algorithms in parallel and selects the most efficient out of the 15 for a greater than 2 to 1 lossless compression ratio. QML-V (Class-S) processing will be used in the ASIC fabrication process and total dose characteristics will be verified to 100K Rads (Si). NASA/LaRC intends to purchase the items from ICS as the only known source who can meet agency requirements. This procurement is required in support of the Geosynchronous Infrared Fourier Transform Spectrometer (GIFTS) instrument. GIFTS is a measurement concept which combines a number of advanced technologies, including particularly the Large area format Focal Plane detector Array (LFPA) with the Fourier Transform Spectrometer (FTS). The GIFTS will improve the observation of all three basic atmospheric state variables (temperature, moisture, and wind velocity) allowing much higher spatial, vertical, and temporal resolutions than is now achievable with currently operational geostationary weather satellites. ASICS from other sources are not acceptable because they do not have proven reliability in the space radiation environment (100K Rads [Si] in a 7-year geosynchronous orbit). The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 10, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
