- Description
- NASA/MSFC has a requirement for Early Flight Fission (EFF) Safe Affordable Fission Engine (SAFE) Heat Exchanger Assembly. NASA/MSFC intends to purchase the items from a company within a 50 mile radius of the Marshall Space Flight Center. Competition is impractical for the following reasons: Within the fabrication process of this part (22 fabrication drawing pages, there are 7 inspection points that require MSFC personnel to inspect the part before proceeding. In addition, MSFC personnel is responsible for picking the final part up from the vendor. Because of lack of travel funds for MSFC personnel (a mininum of 8 trips), it is impractical to have the fabrication facility more than a 50 mile radius from MSFC (limitation of a 1934-card from the MSFC motor pool.) The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Iris Walter, Eagle Systems & Services via fax 256-544-6062 or email at iris.walter@msfc.nasa.gov not later than 4:30 p.m. local time on July 15, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
