- Description
- NASA/MSFC plans to issue a Request for Quotation (RFQ) for CFX-4 to CFX-5 Upgrade and License Maintenance. NASA/MSFC intends to purchase CFX-4 to CFX-5 Upgrade and License Maintenance from ANSYS, Inc., pursuant to FAR 6.302-1, which implements the authority of 10 U.S.C. 2304(c)(1). Competition is impractical because: The CFX code has the unique capabilities and features required to analyze the variety of fluid dynamic flows associated with the Cryogenic Fluid Management (CFM) systems being tested at NASA, Marshall Space Flight Center (MSFC) and at other NASA facilities. The CFX code has the capability of analyzing the thermodynamic complexity of the two-phase system in either a 1-G or 0-G environment. This capability will greatly enhance the ground systems testing and analysis to encompass on-orbit systems. The CFX code has been proven to be user friendly and has produced results that correlated well with CFM 0-G test data. The maintenance for CFX will provide software updates and program support. ANSYS, Inc. is the only supplier of the CFX code and maintenance services; no other supplier exists. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. Central Standard Time on July 14, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
