- SYNOPSIS: Provide all labor, tools, materials, and equipment to provide for a new fire alarm system equipment replacement for the two-story, Multi-Mission Station Building. Disconnect the existing wall semi-recessed mounted Faraday fire alarm panel located in the second floor Communication Room 202 and provide a new replacement panel. Remove all existing system wire and provide all new system fire alarm wire. Provide new wall mounted visual notification appliances in all buildings. Provide transient and surge protection for all fire alarm circuits installed between buildings. Work will be performed at the U.S. Coast Guard Station Gulfport, Mississippi. This is a “Best Value” solicitation, with past performance, equipment certification, proposed plan to complete the current bid, and price being of equal value. The following factors shall be used in the evaluation of bids: 1) The past performance of the contractor in completing installations of fire alarm systems of a similar nature. Provide a detailed response to Specification Section 16722, 1.4 Quality Assurance, Item “C”. Specifically, work requiring the replacement of an existing Zoned fire Alarm system. 2) The equipment certification and factory support. Provide a detailed response to Specification 16722, 1.4 Quality Assurance, Items “A & B”. 3) The proposed plan for completing the task. Submit a detailed response to Specification Section 16722, 1.4 Quality Assurance, Items “D & E”. Include the foreman’s experience managing jobs of similar complexity, type of workforce to be used in completing the work (in-house, subcontractors, etc) with approximate dollar value percentage to be completed by each, and identify proposed manufacturers of equipment to be used. Bidders are encouraged to provide additional information on qualifications of personnel and description of resources that will be available for this proposed project. 4) Quoted price. Prospective quoters are advised that an award may be made without discussion or any contact concerning the quotations received. Interested quoters shall submit a list of previously completed projects in the last 5 years and current projects. The itemized list shall include project name and location; owners name, address, and contact telephone number; brief narrative description of work completed by bidder; cost of work that bidder was responsible for; and the completion date. Submission shall be made on 8 ½” x 11” standard paper and may include drawings and photographs of referenced projects. The evaluation shall consider the offerors’ response to each of the evaluation factors as well as the contracting officer’s knowledge of any previous experience with the services being purchased. The performance period is one hundred twenty (120) calendar days, from notice to proceed. The estimated price range is between $25,000 and $100,000. The anticipated award date is July 24, 2003. This solicitation is being issued as a 100% Small Business Set-Aside. The North American Industry Classification System (NAICS) 2003 code is 238210 with the size standard of $12 million.
