Description

Synopsis: NAICS 334220 (Radio and Television broadcasting and wireless communication equipment) The General Services Administration, Federal Technology Service, Region 3, Philadelphia intends to solicit through other than full and open competition pursuant to FAR 6.302-1 with Wulfsberg Electronics for the acquisition of four (4) ship sets of the RT5000 Encryption Transceivers with APCO-25, Over-the-Air Rekey (OTAR) embedded capability, 5000 Seriel RT Controls, C-5000 Remote Programmer Cable Software programs and ancillary components. Wulfsberg Electronics is the only manufacturer of these Transceivers and this follow-on acquisition continues the standardized goals of the Homeland Defense Department, the Coast Guard and local law enforcement, which jointly fulfill the mission requirements of the Aviation Use of Force (AUF) mission. This is a combined synopsis/solicitation for Commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Any proposals should be sent to the Contract Specialist below in response to this solicitation number GST0303R0017. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-11. The U.S. Coast Guard has been tasked with providing AUF communication between various Government entities and “common” communication solutions will be required to fulfill mission requirements. The RT-5000/DES Radio equipment identified is the only encrypted equipment with OTAR capabilities that can satisfy the integration standards of the federal military and local law enforcement entities. All airborne communication will be thru the Flexcomm multi-band, airborne FM/AM radio communications systems, of which Wulfsberg Electronics is the leading supplier. This communication system supports all channel frequencies from 29.7 MHz to 960 MHz, including APCO P-25 compliant digital, analog, trunking and encryption standards. Clause 52.212-4, Contract Terms and Conditions - Commercial Items (Feb 2002), is hereby incorporated by reference. Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (MAY 2001), is hereby incorporated by reference; paragraphs and subparagraphs (a), (b) (1) (5) (12) (13) (14) (15) (20) apply to this solicitation and any resultant contract.
