- Description
- The Program Support Center on behalf of the Substance Abuse and Mental Health Services Administration (SAMSHA) intends to award a simplified acquisition on a sole source basis to the National Conference of State Legislatures. The basis for this requirement is to: Provide the Center for Substance Abuse Treatment (CSAT) with expert information on issues related to State legislative policy issues affecting the quality and financing of treatment of alcohol and drug related disorders. Specifically, CSAT is interested in becoming aware on a timely basis of state treatment legislation dealing with treatment of substance-related disorders, particularly legislation related to financing and costs; treatment of special populations (such as adolescents, women, the elderly, offenders in the community and institutional criminal justice system, as well as welfare recipients), and finally providing a consistent and respected channel for disseminating that information and analyses back to the State legislative members, leadership, and staffs through a trusted and valued organization. THE PROPOSED SIMPLIFIED ACQUISITION ACTION IS FOR SUPPLIES OR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITY OF FAR 6.302-1. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS. NO SOLICITATION WILL BE ISSUED. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITION IS BASED UPON RESPONSES TO THIS NOTICE AND IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT.
