Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation F33600-03-R-3012 is being issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-14. This RFP requires the design, engineering, development, fabrication, and testing of a 650 Mbps Dual Stream PCI Data Capture / Analog-to- Digital Conversion device. Details are contained in the attached statement of work (SOW). This will be a best value award. The Government will determine the proposal that provides the most advantageous offer to satisfy the requirements of this RFP based on an integrated assessment of each proposal. This selection will be based on (1) technical capability of the item offered to meet the Government+s requirement, (2) past performance, and (3) price. The Government reserves the right to award to other than the contractor with the lowest price, or to make no award at all. The following clauses and provisions apply: FAR 52.212-1, FAR 52.212-3 and FAR 52.212- 2(a). Inserts for FAR 52.212-2(a) (are in descending order of importance): (1) technical capability of the item offered to meet the Government+s requirement, (2) past performance, and (3) price. FAR 52.212-4, FAR 52.212-5, and DFAR 252.212-7001 shall be included with any offer. Per FAR 13.106-2(b)(2), the Government may award without discussions. This is a sole source requirement IAW FAR 6.302-1. The Government intends to award to Ultraview Corporation, 34 Canyon View Drive, Orinda, CA 94563. Authority: 10 U.S.C. 2304(c)(1), Justification: Supplies (or Services) required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy the agency requirements. Mr. Michael Higgins has been appointed as Ombudsman to hear concerns from offerors, or potential offerors during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of the Ombudsman does not diminish the authority of the program director or the contracting officer. Accordingly, the Ombudsman does not participate in the preparation of solicitations, the evaluation of proposals, or the source selection process, and therefore, for routine matters on individual solicitations, please contact the buyer at the telephone number listed herein.
