Description
NA Point of Contact, Richard D. Feller, Contract Specialist, (817) 886-1056. This will be a firm-fixed price construction project to construct a 33,000 square foot wing headquarters building. Consists of all supporting utilities and site improvements. Demo lish 15,000 square feet of the existing building, including lead based paint and asbestos disposal. The proposed facility will have a standing seam metal roof, grade beams, and drilled pier foundation system and masonry walls.. Estimated Construction Ran ge is $5,000,000.00 to $10,000,000.00. Solicitation will issue on or around 24 July 2003 with a bid opening date on or around 25 August 2003, 1400 hours, central time. The North American Industrial Classification System (NAICS) Code applicable to this pr oject is 236220. Small Business Size Standard is $28,500,000.00. This requirement is offered to all qualified, responsive, concerns and bids will be considered using the cascading order of preference. Each tier will be evaluated using the procedure outl ined below. A determination of insufficient competition or unreasonable price will be made before the next tier is evaluated. First tier, it is the intent of the Government to award one contract on a competitive basis to a Section 8 (a) business concern in accordance with FAR 19.8, provided that adequate competition is received and award can be made at a fair market price. Adequate competition is defined as at least two (2) competitive bids from qualified, responsible business concerns at the tier under consideration. Last tier, if circumstances do not permit a Section 8 (a) award, the Government intends to award on the basis of full and open competition from among all responsible, responsive bids received providing award can be made at a fair market pri ce. HUBZone price evaluation preference will be applied to all qualified HUBZone small businesses provided that the HUBZone concern has not waived their evaluation preference and their bid is not more than 10 percent above the lowest large business concern s price. If a large business firms intends to submit a bid, it must comply FAR clause 52.219-9 regarding the requirement for submission of a subcontracting plan. The Fort Worth District subcontracting goals are for specified percentages of the contractor s total planned subcontract amount to be placed with the following: Small Business, 57.2%; Small Disadvantaged Business, 8.9%; Women-Owned Small Business, 8.1%; HUBZone Small Business, 3.0%; and Service-Disabled Veteran-Owned Small Business, 3.0%. The pl ans and specifications will be placed on Compact Disk (CD-ROM) and will be provided free of charge on the issue date. Plans and specifications will not be provided in a paper hard copy format. Notification of amendments shall be made through 3.5 inch dis kette, CD-ROM and/or the Internet. However, the Government reserves the right to use only the Internet as notification of any changes to this solicitation. It is therefore the contractors responsibility to check daily for any posted changes to this solic itation. Contractors may view and/or download this solicitation and all amendments from the Internet after solicitation issuance at the following Internet address: http://ebs.swf.usace.army.mil. Contractors shall register themselves on the Internet to re ceive a copy of this solicitation on CD-ROM. NO EXPRESS MAIL PROCEDURES WILL BE UTILIZIED ON INITIAL MAILING OF THE CD-ROM.
