NA NOTE: Any prospective bidder/offeror interested in obtaining plans and specifications for this solicitation must register on our website at http://ebs.sas.usace.army.mil/ Contractors may view and/or download this solicitation and all amendments from the internet after solicitation issuance. Paper copies of this solicitation will not be available. Description of Work: Ft Stewart, GA: Site preparation and construction of 5 new access control points (2 will be options). Each location shall have a new guardhouse. Supporting facilities of each location will include inspection areas, vehicular pavement, water, sewer, electrical service, storm drainage, erosion control measures, and force protection measures. Demolition will include existing site feature s and pavement as required. The contractor is required to submit a price and technical proposal. Each proposal shall contain the offerors best technical proposal and best price. Award will be made to that offeror whose proposal contains the combination of those criteria offering the best overall value to the Government. This will be determined by comparing differences in the value of technical and management features with differences in cost to the Government. In making this comparison, the Government is concerned with striking the most advantageous balance between technical and cost to the Government. The technical proposal will be evaluated utilizing the factors set forth below. Proposals shall include sufficient detailed information to allow complete evaluation. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with the offeror. The evaluation factors are as follows: 1. Offeror Past Performance; a. Quality of Construction, b. Timeliness of Performance, c. Customer Satisfaction. 2. Corporate relevant experience. The Government reserves the right to reject any and all offers. There are two options under consideration at this time. The estimated cost of the project is between $1,000,000.00 to $5,000,000.00. Network Analysis will be required. This solicitation is issued on an unrestricted basis pursuant to the Business Opportunity Development Reform Act of 1988. This solicitation will be issued on or ab out July 17, 2003 only on the internet at http://ebs.sas.usace.army.mil/. Notification of amendments will be through use of the Internet. No media (CD-ROM, floppy disks, faxes, etc.) will be provided.
