Description
The U.S. Coast Guard (USCG) has a requirement to develop and install battery charger kits which will replace the legacy battery charger currently integrated into the Southern Avionics Company (SAC) Differential Global Positioning System (DGPS) Transmitter (Coast Guard designation: CDWP-SC1000-DGPS-USCG). The legacy battery charger services 12 size 8G8D 12 Volt Direct Current (DC) Gel Cell batteries connected in series, which provides 144 volts DC backup power to the CDWP-SC1000-DGPS-USCG transmitter during commercial Alternating Current (AC) power interruption. This requirement includes the removal of the legacy battery charger circuits; purchase of Commercial Off The Shelf (COTS) state-of-the-art three stage battery chargers to replace the legacy charger; engineering development of the battery bank voltage and current monitor metering circuits to be integrated into the legacy battery charger drawer; engineering development of a battery load-health test software script to be integrated into the existing CDWP-SC1000-DGPS-USCG Reference Station and Integrity Monitor (RSIM) drawer Central Processing Unit (CPU). The battery load-health test script will include automatic reporting of low battery bank voltage/current alarms via Radio Technical Commission for Maritime Services (RTCM) 104 standard RSIM type message format. Additional requirements are: The ability for an authorized person to remotely shutdown power to the battery chargers and to remotely restore power to the battery chargers via RTCM-104 standard format RSIM control messages; Prototype installation packaging of the COTS battery chargers (includes purchase and installation mounting design of servicing power panels, circuit breakers, conduit, battery bank monitor cables, power outlets, mounting plates and mounting plate support I beams, and other installation hardware). Prototype packaging includes the installation of the prototype package design mentioned above at two Coast Guard DGPS locations for evaluation. The CDWP-SC1000-DGPS-USCG transmitter technical manual and all related schematics and drawings will be updated as appropriate to reflect changes made as noted above. A battery charger upgrade installation document will be developed. This requirement also includes the purchase of 20 post prototype battery chargers to augment the replacement of 100 legacy battery charger drawers with the corresponding requirement to modify the 100 legacy battery charger drawers to post prototype configuration, and to provide for long term spare equipment. All equipment and documentation are to be provided to USCG Command & Control Engineering Center (C2CEN), Portsmouth, VA. The period of performance will be one year after date of award. No options will be included. This contractual action is expected to be executed using ?Other Than Full and Open Competition?, as defined by FAR 6.302-1, if the USCG determines that only one source is capable of satisfying the requirements. The sole source for this requirement is Southern Avionics Company (SAC), 5000 Belmont Street, Beaumont, Texas 77707. SAC is the designer, developer and currently the sole producer of the CDWP-SC1000-DGPS-USCG transmitter (includes legacy integrated battery charger drawer and integrated RSIM CPU). All responsible sources may respond to this notice and shall be considered by the USCG. Information provided by responsible sources shall not constitute a proposal. The Government does not intend to pay for the information received.
