Description
The Defense Information Technology Contracting Organization, Network Systems Division, Telecommunications Systems Administration Branch (AQSS21) intends to issue a firm fixed price modification to contract DCA200-98-C-0060 with Qwest Communications Federal Services, Inc., 7800 East Orchard Road, Suite 300, Englewood, Colorado 80112-5202, to extend services for an additionl one year plus four additional option years. The contract currently provides three continuous, uninterrupted, High Altitude Electronic Magnetic Pulse (HEMP) and Blast-Hardened fiber optic links: One fiber optic link between Cheyenne Mountain Air Force Station and Schriever Air Force Base; One fiber optic link between Cheyenne Mountain Air Force Station and Peterson Air Force Base; and One fiber optic link between Schriever Air Force Base and Peterson Air Force Base that operate at DS-3 (45 Mbps). The contractor shall enhance the HEMP and blast hardened fiber optic links between the named facilities and provide point-to-point, optical dense wave division multiplexing (DWDM) service and operate at OC-48 (2.48Gbps). By this contract modification, the contractor shall provide leased telecommunication services and maintenance, described above; and shall provide DWDM in accordance with industry standards. The Contractor shall provide equipment, on each link, that shall provide DWDM; and has a maximum capacity of 12 wavelengths. The Government initial requirement is for the Contractor to activate 6 wavelengths equipped with OC-48, 1310 nm, Intermediate Reach (IR), single mode fiber interfaces. The Government reserves the right of activating additional wavelengths on each link up to the maximum equipment capacity of twelve (12). The demarcation point shall be a contractor furnished fiber distribution panel (FDP). A new contractor would have to provide fiber that meets the diverse routing, fiber integrity, and circuit performance parameters identified in the associated Statements of Work. The statutory authority for other than full and open competition of the proposed contractual action pursuant to the authority of 10 U.S.C 2304 (c) (1): Only one responsible source and no other supplies or services will satisfy agency requirements.
