- Description
- The Defense Energy Support Center (DESC), in conjunction with the Defense Logistics Agency, plans to offer the privatization of the electrical, water and wastewater infrastructure systems at the Defense Fuel Supply Points in San Pedro, California; Verona, New York; Grand Forks, North Dakota; and Charleston, South Carolina. Privatization is defined as the transfer of ownership and responsibility for the operations, maintenance, repair, future upgrades, and future utility system replacements. As a result of this solicitation, the firm(s) will be selected to assume ownership of the above-mentioned utility system(s). The successful firm(s) will be required to provide expansions to the system(s) to meet future needs of the government. The resulting contract, if awarded, will require the Contractor to furnish all facilities, labor, materials, tools, and equipment necessary to own, maintain, and operate the utility system(s). The Contractor shall manage the maintenance, repairs, replacement, etc., of the system(s) to ensure continuous, adequate, and dependable service for each Government or tenant connection within the service area. The Contractor shall be responsible for funding all capital investments required to acquire, maintain and operate the utility system(s) in a safe, reliable condition and to meet the requirements listed in the contract. Real property interests will be conveyed in the form of an Easement as an attachment to the RFP. The utility system(s) will be conveyed via a Bill of Sale upon award of the contract. Past performance information from potential Offerors shall be submitted as directed in the RFP. The utility systems being privatized are described as follows: Location: 1) DFSP San Perdo, CA: EL, NG, W, WW: The installations are located as follows: DFSP San Pedro, San Pedro, CA. Installation Description: 8 Buildings (25,485 SF) Description of Facilities: The utility systems consist of approximately the following utility distribution and collection systems: a. ELECTRICAL DISTRIBUTION SYSTEM: - Secondary Electrical Distribution Lines: 21,875 Circuit Feet - Substations and Switching Station: Undetermined Quantity - Transformers: 3 b. WATER DISTRIBUTION SYSTEM: Water Distribution System Mains (No Treatment Plant): 3,500 Linear Feet Fire Suppression Lines: 35,000 Linear Feet Pumps Fire Suppression: 1-Electric, 1-Diesel c. WASTE WATER COLLECTION SYSTEM: (No Waste Water Treatment Plant) Waste Water Collection System: 2,800 Linear Feet and 5-manholes Two Sewage Lift Pumps One Collection Tank With Pump Location: 2) DFSP, Grand Forks, ND: EL, W, WW: DFSP Grand Forks, ND Installation Description: 7 buildings (9,538 SF) Description of Facilities: The utility systems consist of approximately the following utility distribution and collection systems: a.
